How can Mick Henry possible be Northumbria police and crime commissioner?

Under the Freedom of Information Act and also all other rights of access I would like the following information.

Please supply all recorded information concerning;

1. Number of complaints, if any, made against Mick Henry between 2004 and 2005.

2. Number of complaints, if any, made against Mick Henry between 2005 and 2006.

3. Number of complaints, if any, made against Mick Henry between 2006 and 2007.

4. Number of complaints, if any, made against Mick Henry between 2007 and 2008.

5. Number of complaints, if any, made against Mick Henry between 2008 and 2009.

6. Number of complaints, if any, made against Mick Henry between 2009 and 2010.

7. Number of complaints, if any, made against Mick Henry between 2010 and 2011.

8. Regards 1 to 7 above please supply all recorded information concerning following;

Dear CS Enquiries.NPA,

You will see from my 24th Feb 2012 request that I included the following concerning complaints against Mick Henry of Northumbria Police Authority;

"This is the same Mick Henry who, with others, covered-up (for more than 5 years) a complaint that I made against him. That complaint was whitewashed by Mick Henry's friends at NPA;"

You have stated that there have been no complaints made against Mr Mike Henry, however, it would appear that person/s with NPA are covering-up and concealing information concerning at least one complaint that was made against the Labour leader of Gateshead Council, Mick Henry.

I must ask you to check once again. You may also wish to contact both Mr Mike Barker and also Martin Harrison. Both Mr Mike Barker and also Martin Harrison covered-up and failed to investigate complaints I made against Mike Henry. They also delayed those complaints for more than 5 years and then went on to whitewash them after I made further complaint.

All of those person/s, including Mr Mike Henry are involved and or party to the Northumbria Police cover-up of my attempted murder. Moreover, they are also involved in the cover-up concerning the outstanding £100,000.00 of taxpayers monies which relates to the legal action concerning the convicted IRA bomber.

I look forward to hearing from you on above matter.

Dear Mr McGartland,

Thank you for your email of 6 March 2012.

As stated in my correspondence to you on 6 March 2012, I reiterate no complaints against Cllr Henry in his role as a member or chair, have been received by Northumbria Police Authority for the years requested by you.

Complaints against decisions undertaken by Northumbria Police Authority will be dealt with by the designated Monitoring Officer for Northumbria Police Authority and considered accordingly.

The complaint you refer to making previously, was considered a complaint against Northumbria Police Authority by the Monitoring Officer, rather than against the personal actions or conduct of Councillor Henry and dealt with as such.

Dear CS Enquiries.NPA,

So Mike Barker LIED to me when he stated he was dealing with my complaint against Mike Henry. Mike Barker whitewashed and covered-up that complaint to protect his friend Mike Henry. The fact is there has been at least one complaint made against Mike Henry and NPA are covering it up.
