Dear North London Waste Authority,

On 14th April 2011, the North London Waste Authority (comprising 7 North London Boroughs) made the following statement, about the proposed Pinkham Way Waste Processing Plant, to the London Evening Standard,
• The proposed facility will not receive and manage waste from all seven boroughs. Instead, it will receive waste from Barnet, western Haringey and western Enfield. Waste from the other boroughs will be delivered to the NLWA's other sites.

At the same time, the North London Waste Authority was running a procurement for the proposed Pinkham Way Plant which offered prospective operators of the site the following facility, as recorded in the Output Specification published on the NLWA web site:
• Third Party Waste
1.17 The Waste Services Contractor shall be permitted to receive and manage other
wastes (“Third Party Waste”) subject to the consent of the Authority
Representative and subject to any profit share provisions in the Project Agreement.

Please advise which statement is correct? Will the plant process waste from selected parts of the 7 Boroughs only, as listed in the London Evening Standard statement or will it process waste from third party sources outside of the 7 Boroughs.
