This organisation is not required to respond to FOI requests as neither
‘The Chapter of York’, ‘York Minster’ nor ‘the Minster Police’ is a
“public authority” as defined by Schedule 1 of the Freedom of Information
Act 2000.
‘York Minster Police’ is neither a statutory nor a private police force.
It is a team of in-house security staff working at York Minster, none of
whom are special constables.
Please see to it that the unhelpfully inaccurate and misleading
information published at

As a user of Andy Green is not in a position to "see to it" that the description of York Minster Police on our site is corrected as the Chapter Clerk Andy Oates requests in his message above.

In light of the message above I have updated the York Minster Police page on our site ( to link to the specific section of the FOI Act relating to special constables; and to note a claimed power of arrest under the Ecclesiastical Courts Jurisdiction Act 1860.

I will write to Mr Oates asking if he has any suggestions for further changes.

WhatDoTheyKnow lists many bodies which are not formally subject to Freedom of Information (or similar) laws where they carry out significant public functions. We do this as part of our activism seeking to extend the scope of access to information laws.

At the time of writing York Minster is advertising for a "York Minster Police Officer" ( I think it is reasonable to ask a body employing people it calls police officers for information about the roles and powers of those individuals. I would hope such requests would be answered irrespective of the technical legal situation.
