In your 18/11/19 reply to FOI327883 [copy below] you claim that you can ignore my request for internal review, unless a "Reference number " is provided, please provide details of the precise legislation you rely upon for this FOI refusal to process the review. The original request for internal review contains my reference and Subject line via a unique @whatdotheyknow.com email address:

Noting that my first request was on 5 April 2019 and your last reply today and prior to my request for internal review you have sent 6 replies and all my responses

Can you please also confirm or deny that the Cabinet Office has undertook work with the BEHAVIOURAL INSIGHTS LTD Company number 08567792 on Employment Support Allowance
since January 1st 2014 and for every financial year from 2014 to date how much money the Cabinet Office has paid to BEHAVIOURAL INSIGHTS LTD.

I note that the related ICO Decision notice FS50863232 does not contain your reference FOI327883, can you confirm that you did respond to this notice and please provide a copy or your replies to the ICO notice.
