I respond in connection with your request for information which was
received by the Metropolitan Police Service (MPS) on 12/02/2013.  I note
you seek access to the following information:

When was the first Forward Intelligence Team (FIT) established?

By its failure to respond, the MPS has also failed in its obligations under the law.

I write in connection with your correspondence dated 14/06/2013 requesting
that the MPS review the handling of your Freedom of Information Act
request (ref: 2013020001369).

DECISION

I have determined that procedural errors have been made in relation to
your request as the MPS has not complied with section 10 of the Freedom of
Information Act 2000 regarding the time for compliance with a request.

REASON FOR DECISION

The MPS uses a case management system called ‘MetRIC’ to process Freedom
of Information Act requests which includes the sending of correspondence.
 MetRIC shows that a reply to your request was sent via e-mail on
22/04/2013 at 16:55.

I note that this is the date upon which the Information Manager
responsible for your request returned from a period of leave (as indicated
by the out of office reply message dated 13/04/2013 published on the
Whatdotheyknow.com website).

Evidently, the FoIA response has not been published on the
Whatdotheyknow.com website.  

I am unable to determine whether there was an error on our systems that
prevented the e-mail from being sent or if the e-mail was not received due
to external factors beyond our control.

In any case, the MPS have not complied with section 10 of the Freedom of
Information Act in relation to your request as you were not informed
within 20 working days whether the MPS held the information requested or
provided with a copy of the information requested.

In addition to the issues outlined above relating to leave and an apparent
error in sending/receiving FoIA responses via e-mail, a response to your
request was delayed due to ongoing enquiries to locate relevant
information that were ultimately unsuccessful.

I would like to apologise on behalf of the MPS for any inconvenience
caused by the delay in responding to your request.

Please find attached a copy of the MPS response to your request.

Should you be dissatisfied with the MPS response to your request, you may
request an internal review in relation to the decision.

If you are dissatisfied with this internal review response please read the
attached paper entitled Complaint Rights which explains how to contact the
Information Commissioner with your complaint.
