Dear Home Office,

Dear FOI Requests,

I wrote to you on the 11th July requesting a financial figure for the cost of supplying armed police services at the American Embassy. I do not appear to have received a reference number to my request. I would be greatful if you could respond with your reference number assigned to my case.

For your information, my reference number was assigned as 168508, to which I received your automated response.

Yours sincerely,

Wayne Pearsall

Dear Home Office,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Home Office's handling of my FOI request 'The cost off supplying armed police at the American Embassy'.

My request asked for a simple financial figure...

Surely this figure cannot impede national security in any way?...

You state that to supply the cost associated with supplying BRITISH police to the AMERICAN embassy will allow us to deduce the type of protection in place.

This is not true. The american embassy has its own ARMED officers within the building. The American Embassy has its own security personel.

Your providing an SIMPLE FINANCIAL FIGURE for the year requested will not allow any person to deduce the amount of protection in place.

As you state in your PIT...

"The justification is that the purpose of providing police protection is to protect life. Releasing the cost of supplying armed (UK) police services at the American Embassy could allow individuals to deduce the type of protection in place."

However, if such is the case... Why are there no armed police services at the various other embassys - EVEN EMBASSY's right across the street from the American Embassy.

Instead, I will now add the following question onto my FOI request, in addition to expecting the IR to be conducted:

Do the American Embassy / Other Embassy's that use UK (TAX PAYER PAID) Police Services cover the cost of these services...

What is the shortfall (Precentage or financial figure) in the cost of supplying the services that the tax payer must cover.

Can you provide me with your reasoning for this being a "complex PIT" to complete. As the ICO guidance is very clear that a PIT shouldn't exceed 20 working days, and only the most complex PITs should take 40 days.

I assume that in any case I will receive my response by the 8th Oct as the ICO guidance is clear that it considers in no circumstances should the PIT take longer than 40 days?

Dear Home Office,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Home Office's handling of my FOI request 'The cost off supplying armed police at the American Embassy'.

On my request for 28134 I submitted the further two questions:
' 1. Do the American Embassy / Other Embassy's that use UK (TAX PAYER PAID) Police Services cover the cost of these services...

2. What is the shortfall (Precentage or financial figure) in the cost of supplying the services that the tax payer must cover.'

I am aware that neither of these questions would in any way breach national security (your exemption for my original request) - yet I have failed to receive any response to these questions. I assume that you are completing the Time Complaint in response to this, and the fact that the response has exceeded the stat 20 working day timeline?

Dear FOI Requests,

RE: 28134

Let's look back to the 8th when I submitted the following further FOI request (as confirmed in your IR to 28134).

"As you state in your PIT...

"The justification is that the purpose of providing police
protection is to protect life. Releasing the cost of supplying
armed (UK) police services at the American Embassy could allow
individuals to deduce the type of protection in place."

However, if such is the case... Why are there no armed police
services at the various other embassys - EVEN EMBASSY's right
across the street from the American Embassy.

Instead, I will now add the following question onto my FOI request,
in addition to expecting the IR to be conducted:

Do the American Embassy / Other Embassy's that use UK (TAX PAYER
PAID) Police Services cover the cost of these services...

What is the shortfall (Precentage or financial figure) in the cost
of supplying the services that the tax payer must cover."

This response has not been provided within the 20 working days as required by the FOI Act.

Should I take that I am able to file my complaint with the ICO having exhausted the internal complaints proceedure of the home office.

I draw your attention to the two completed decision notices in respect of failure to comply with the time requirement of the act that the ICO has issued to yourselves in respect of my own complaints recently... This is simply another decision notice that will be added to the im sure - ever growing list of notices issued to yourselves.

Following the two letters sent in respect of the advertising campaign requests by myself, I am certain that the number of correspondance that you have to deal with from the ICO of late (and hence why the ICO is investigating your department) is putting significant pressures on your department and the ICO itself. In a time of austerity.

When we are "all in it together", how irresponsible is it for your members of staff to follow the letter of the law....

I previously requested your policies on your enactment of the FOIA. It doesn't appear that your department fully understand your requirements. Hard to believe when your department are the people who should enforce the law.

I therefore reitterate my request for an internal review of the request I submitted and that you failed to provide a reference number for.

Yours sincerely,

Wayne Pearsall

How on earth could supplying the information in the form of "Yes or No" possibly hurt national security.

How on earth could supplying information such as "The American embassy was charged for X% of the cost associated with protection at this establishment" possibly hinder national security?
