The Cost of Refurbishing a house and its gardens
Dear Isle of Anglesey Council,
I would like to know the cost of refurbishing a property i.e. Decorating internally, attending to the gardens, electricity check, boiler and gas check. I would also like to know , when your "Estates Manager", last visited Ffordd Hirnos and what were their observations? Please be advised that there is nothing that would elicit the disclosure of personal information in this request !
Yours faithfully,
Keith Williams

Good Morning,
I refer to your request for the following information from Isle of Anglesey County Council under the Freedom of Information Act dated 30th June 2018, and respond as follows:-
1.I would like to know the cost of refurbishing a property i.e. Decorating internally, attending to the gardens, electricity check, boiler and gas check.
There is no standard amount on void properties, all void properties are assessed when they become vacant and could cost from £500 to several thousand pounds to bring back to a lettable standard.
Our rates are based on the NHF schedule of rates which includes a minute value for each task.
2.I would also like to know , when your "Estates Manager", last visited Ffordd Hirnos and what were their observations?
In this case, as there were no ongoing concerns in terms of housing management complaints at Ffordd Hirnos, the Housing Management Officer responsible for the area had no reason to be routinely visiting this estate, but did respond immediately when concerns were raised ( both in terms of rubbish and the overgrown garden).
If you are dissatisfied with any aspect of this response to your request for information, and / or the decision made to withhold information, you may ask for an internal review. Please address your correspondence to the Customer Care Officer, Legal Services, Council Offices, Llangefni, Ynys Môn LL77 7TW (E-mail: [email address]).
If you are not content with the outcome of any internal review you have the right to apply directly to the Information Commissioner, Wycliffe House, Water Lane, Wilmslow SK9 5AF. Please note that the Information Commissioner is likely to expect internal review procedures to have been exhausted before beginning his investigation.

Dear Isle of Anglesey Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Isle of Anglesey Council's handling of my FOI request 'The Cost of Refurbishing a house and its gardens'.
[ GIVE DETAILS ABOUT YOUR COMPLAINT HERE ]
I don't know how much The Author of this report knows about the overall handling of this property, very little it would seem judging by his response i.e. as from February 2018 the bin was not emptied until 24/5/2018 and that was only done thanks to the head of Ynys mon who was aware of my constant requests but understood the matter to have been resolved. With regards to the long grass and the environmental implications, during the heatwave I don't believe that it was handled as quickly as this Official believes, also there was no mention of rats in his report. Do you still believe that these issues were handled efficiently ?
As for not visiting the street when there was no housing problem requests, may I just remind you that the street sign was removed from its site and placed against the wall ( to fall on any passing toddler ) apparently 6 months ago. (it's at the bottom end of the street adj Ffordd Feurig ) This sign is on posts and as far as I am aware was bedded in concrete ! This official has not previously been involved with this fiasco to my knowledge so he can only compile his report on the information given, which I believe is doing me an injustice , not to mention bias !
The estimation of between £500 and thousands £ ( ? ) is very much a schoolboy estimate not to mention an insult. I did not specifically ask for the cost of work done at the house in question as I would have been met with " Data Protection", again ! I need not remind you that the aforementioned dwelling has been done twice in 6 months !

Dear FOI,
Thank you Beryl Jones for your notification. I look forward to the outcome of the review .
Yours sincerely,
keith williams
Dear FOI,
Further to my application for an F.O.I. dated 30/06/18, I have yet to receive a response ! It is determined, "by law", that a response should have been made to me by 30/07/18, which believe it or not is more than the mandatory 5 working days. It is now 31/07/18 and low and behold the property is still vacant, this really beggars belief !
Yours sincerely,
keith williams
Dear Mr Williams,
Please see attached response sent to you on 16.7.18 and you have
subsequently requested an Internal Review of the response. This was
acknowledged on the 24th July.
The Internal review will be undertaken in due course and you will be
informed of the outcome.

Dear FOI,
With regard to my request, "The Cost of Refurbishing a house and its gardens", dated 30/06/2018 and your response dated 16/07/2018. I subsequently requested an internal review, which you acknowledged on 24/07/2018. It is now the 30/08/2018 and I find your failure to respond in a timely manner not only unethical but also unlawful under any circumstances !
Yours sincerely,
keith williams
Dear FOI,
enough is enough,
I requested an FOI on 30/06/2018, it was carried out on the 16/07/2018. I subsequently requested an internal review on 18/07/2018, it is now 03/09/2018 and after 2 notifications of failure to comply there is still no reply .
Well, Ynys Mon, thanks to your complete disregard of my warnings about the attraction of vermin due to the undergrowth at number 2 (this pertains not only to the long grass) but also the rat haven at the bottom of gardens 2 &3 . No 2 is as wide as the garden and approximately 5mtrs long/deep also No 3 which again is as wide as the garden and approximately 3mtrs long/deep. With this in mind I planted 2 traps in MY attic Today my wife drew my attention to a pungent odour on the landing and beneath the attic trapdoor . On inspection I found 2 rats in the traps, one was aprox 10 inches minus its tail and the other was a young one of aprox 6 inches minus the tail length. so it's established that there is/are nests close by which can only mean that there will be an infestation soon. Your garden "contractors", allegedly were instructed not to clear the bottoms of these gardens.
I have put humane traps in my attic now so that I may bring them to show you what your apathetic , disregard for practical information has caused.
Allegedly, No 2 cannot be let currently, due to this infestation. Please correct me if I'm wrong !
Although, I am entitled to request an internal review into this internal review or the lack of it. I personally feel that all contact has been futile and that your complete and utter disregard for a potential health risk is extremely disturbing.
I personally, will make no further contact with you !
Yours sincerely,
keith williams
Dear Mr Williams,
Please see attached result of the Internal Review held this day.

Dear FOI,
At last, thank you for your reply, though, had I not notified you twice about it being well overdue, I very much doubt that I would have received one (sketchy and hurried as I see it)
I predicted this response and, true to form I was correct (negative) A "qualified officer", takes an objective view ?
You may have asked the relevant bodies of their view however, you accuse me of having added in factors that do not relate to the questions (they were not questions, they were facts). The street signage and the rat scenario is known to housing, unless the "qualified officer", who conducted the FOI request did not pass on this extremely hazardous situation to them
Should the "qualified officer", have done a thorough "internal investigation" ,they would have noticed in the reason for an "internal review", request and its confirmation by Beryl Jones 16/07/2018, the mention of rats and the danger of the street signage !
If you have read my email 4/09/2018 you will by now be aware of the severity of the RAT problem oh, the sign is still leaning precariously against a wall at the junction of Ffordd hirnos and Ffordd feurig.
The irony of all this is that Ynys Mon Council can't see the wood for the trees i.e. this sign is heavy and can cause serious injury also this rat problem can cause serious illness ! !
Oh, and by the way vermin and hazard has a lot to do with everything so please do not accuse me of adding unrelated factors. I have rats in my house now thanks to the council denial .
Yours sincerely,
keith williams
