The cost of communicating changes to recycling rules

Dear Caerphilly County Borough Council,

I have been informed that Caerphilly County Borough Council has visited every home in the county for three consecutive years as part of a campaign to communicate changes to the recycling rules to residents.

Please provide the cost analysis carried out prior to the door step campaign used to estimate the cost of visiting every home in the county.

Please provide the book keeping account detailing all of the expenses associated with visiting every home in the county for years 2015, 2016 and 2017. Please include staff time costs, transportation costs and all other costs.

I have been informed that communicating to residents via addressed letter would be cost prohibitive. Please provide the cost analysis for sending addressed letters to all homes undertaken as part of the costs analysis for communicating the change of recycling rules to residents.

We have considered your request and enclose the following information:

 

I have been informed that Caerphilly County Borough Council has visited
every home in the county for three consecutive years as part of a campaign
to communicate changes to the recycling rules to residents.

 

(1) Please provide the cost analysis carried out prior to the door step

We set a budget allocation of between £50,000 and £55,000 for each year.

 

(2) Please provide the book keeping account detailing all of the expenses
associated with visiting every home in the county for years 2015, 2016 and
2017. Please include staff time costs, transportation costs and all other
costs:

 

2015 - £52,545

2016 - £55,600

2017 - £49,722*

 

* Note that the figure for 2017 does not include internal resources which
were allocated to this project as they were not separately identified.

 

(3) I have been informed that communicating to residents via addressed

I am writing to request an internal review of Caerphilly County Borough Council's handling of my FOI request 'The cost of communicating changes to recycling rules'.

I appreciate the headline budget figures have been provided for the previous 3 years. The request however was for "book keeping account detailing all of the expenses associated with visiting every home in the county for years 2015, 2016 and 2017. Please include staff time costs, transportation costs and all other costs."

The staff time costs, transportation costs and other expenses cannot be determined from just the headline budget expenditure.

FREEDOM OF INFORMATION ACT 2000 – INTERNAL APPEAL

 

Thank you for your email dated 29^th January 2018 requesting an appeal
against the response provided by this Authority. The process in this
Council is for any expression of dissatisfaction concerning a Freedom of
Information (FOI) request to be dealt with by a senior officer, usually
myself.

 

My role in dealing with your appeal is to review the matter and decide
whether, in light of the representations you have made, the Council has
not disclosed relevant information to you, or confirm the original
decision. If I need advice I obtain it from people who were not involved
in the original decision-making process.

 

The Freedom of Information Act (FOIA) provides a general right of access
to information held by public authorities and you have requested an
internal review as you feel that you have not been provided with the
information you requested as, while the council provided the headline
budget figures, you do not feel that we have provided the detail you asked
for as staff time costs, transportation costs and other expenses cannot be
determined from just the headline budget expenditure.

 

In your original request you asked for “the book keeping account detailing
all of the expenses associated with visiting every home in the county for
years 2015, 2016 and 2017. Please include staff time costs, transportation
costs and all other costs” and I have determined that the main issue to
consider is:

 

Has Caerphilly County Borough Council (CCBC) met its obligations in
respect of your request for information under the FOIA or have they failed
to provide you with information to which you are entitled.

 

Section 1 of the FOI Act states that:

 

(1) Any person making a request for information to a public authority is
entitled—

 

(a) to be informed in writing by the public authority whether it holds
information of the description specified in the request, and

 

(b) if that is the case, to have that information communicated to him

 

FOIA is to do with transparency of information held by public authorities
and gives an individual the right to access recorded information (other
than their own personal data) held by public authorities. The FOIA does
not require public authorities to generate information or to answer
questions, provide explanations or give opinions, unless this is recorded
information they already hold.

 

When considering the disclosure of information under the FOIA, the
relevant service area is asked to provide any information they hold which
would be covered by the request, and unless an exemption applies, the
information must be released as required by the legislation. To complete
your internal review, I had to determine whether Caerphilly County Borough
Council does hold information which falls within the scope of your request
and my investigation has found that we do. I then looked at the exemptions
and determined that none of them would apply and therefore, the
information can be disclosed.

 

Conclusion.

 

My investigation has found that while we responded to your request, we
failed to provide the breakdown you required. As requested, please find
below the total expenditure incurred for each year along with the
breakdown over staff costs, transportation costs, etc. as requested.
