The Conundrums of Human Resource Outsourcing in N Ireland

Dear Department for Business, Energy and Industrial Strategy,

It is a fundamental tenet of investment to only invest in what one understands. NICS unfortunately is a Conundrum to many involved with the Human Resource Outsourcing sector.

Despite endless research, there simply appears to be no correlation between;

(A) the utopian conditions long officially described in endless glossy NICS brochures and management reports and:

(B) unsafe and dysfunctional real world conditions as described in endless NICS staff attitude surveys and as evidenced in staff sacking levels, in world record staff psychiatric injury levels, and in the huge officially admitted levels of bullying regarding which there is no record of anything ever being done.

Any analyst will advise that such Conundrums, until resolved, seldom make for an investable situation. Organisations and Companies involved are seldom considered investment grade.

I write then to ask please if there is any record of;
the numbers of NICS staff given box 4 markings and sacked for alleged benevolence?and
the numbers of appeals against sacking reports whose results were officially available in advance of such appeal being made?and
the numbers of such sackings upheld by both Accounting Officers and Ombudspersons?

In view of market conditions I also have to ask if there is any record of plans to, at least temporarily, bring the NICS Human Resource function back in-house?

Hey , nobody likes to mention this, it takes courage of rare order ( such as Chairpersons of Public Enquiries into eg RHI scandals) but Failure to keep proper records, Lack of a papertrail or Audit trail so beloved of Due Diligence Operatives, Auditors, Risk Assessors Underwriters and Scrutineers alike, seems to be a wide spread problem in the attraction of much needed Investment.

I wonder if, in light of these identified Investment Deterring Failures (IDFs) there were perhaps any plans to improve record keeping, establish Audit Trails?

If so can we please have copies of such plans, which we will of course be happy to share, giving reassurance and building confidence every where, nationally and internationally, in Boardrooms and without, that things are at last on the right track.

Rest assured no one in any way judges, there is of course nobody on trial. Queries such as these are rather the very embodiment of FOI Legislation working as it should and as Parliament intended, getting good positive Investor attracting news out there, shared by everybody. Equally.
