Dear Mr Wren,
Thank you for your request dated 8 May 2009, a copy of which is
enclosed below.
I have now had a chance to gather the requested information from the
appropriate departments and will respond to each of your numbered
requests in turn. I have also been provided with some information
clearly explaining the reasons for the creation of the new open plan
management suite at the Council House, which is the subject of your
request.
The reasons for the creation of the open plan management suite
As you may be aware, one of the most consistent criticisms of the city
council from residents over the years has been the failure of the
council's different departments and services to work together in a
joined up way to ensure the best service for the customer and the best
value for the council tax payer. The new Strategic Leadership Team
(SLT), led by Chief Executive Jan Ormondroyd, is determined to change
this culture and create a council that works in a unified way to meet
the city's challenges. The new management suite on the 3rd floor of The
Council House brings together all Strategic Directors in one open plan
office with shared meeting spaces and facilities. It is a functional
working space with 'no frills' office furniture and equipment and where
no Strategic Director has their own separate private office. This new
approach means that the council's Strategic Directors can work more
closely together, calling on advice and support from each other as and
when issues arise. Ultimately, this will lead to a city council that is
more unified, co-ordinated and responsive and will deliver real benefits
to the residents we serve.
1. The full salary (including benefits) paid to the Chief Executive of
the authority from April 2008 - April 2009
£186,715.
2. The full salary (including benefits) projected to be paid to the
Chief Executive of the authority from April 2009 - April 2010
Currently there are no plans to alter the salary of the Chief Executive
for the 2009-2010 financial year.
3. The cost of any expenses, reimbursements or other payments made to
the Chief Executive of the authority over and above their salary from
April 2008 - April 2009
I enclose a spreadsheet setting out the expense claims of the Chief
Executive. I can also confirm that relocation costs of £2812.71 have
been claimed, relating to her move from Hull to Bristol in 2008 to take
up post.
4. Please state the total number of hours the Chief Executive is
projected to be working on an "in-depth review of how the NHS and social
care can effectively tackle discrimination against older people" for the
NHS South West/Department of Health
This review is currently being scoped, however it is expected that the
Chief Executive's working hours will not exceed the equivalent of six
working days before the end of this autumn.
5. Please provide the details of any compensation package NHS South
West/Department of Health will be providing to Bristol City Council to
reimburse for the Chief Executive's time.
A compensation package will not be provided to Bristol City Council.
However the clear benefit for Bristol, and the UK overall, will be the
recommendations of this important review that will lead to actions to
end existing unjustifiable discriminatory practices in the health and
adult social care system. In addition, the reputation of the city
council and, more importantly, of Bristol as a whole will be enhanced as
it plays a key role in leading this national initiative. This review
will not detract from the commitments and work undertaken for the
residents of Bristol.
6. Please provide the total cost of the recent renovations and
improvements to the Chief Executive/Strategic Leadership Team's offices
on the third floor of the Council House
I enclose a spreadsheet setting out the set up costs relating to the
new SLT Office.

improvements to the Chief Executive/Strategic Leadership Team's offices
on the third floor of the Council House

decorating work.

Please see attached spreadsheet (as above).
7I. Electronic telecommunications equipment (e.g. Mobile phones,
blackberries, PDA's etc).

phone is not new and not a set up cost.

Please see attached spreadsheet (as above)..
7K. Any other costs.
Please see attached spreadsheet (as above)..
8. If "bullet proof" glazing has been installed by Bristol City
Council as part of this refurbishment please provide the reasoning
behind this expense.
Bullet proof glazing has not been installed.
9. Please state the total square footage of the Chief
Executive/Strategic Leadership Team's new offices
525 sqm. This figure is for the total area of the SLT offices which
includes the meeting rooms, corridor, photocopier rooms, kitchen and
reception area.
Please see below for a detailed breakdown:
a. 260.5 sqm - This figure is for just the working office area. (Divide
this by the number of people working in this area (21) = 12.4 sqm
(133.4 sq ft) per person).
b. 290.2 sqm- This figure is for the open plan area including the
breakout area. Divide this by the number of people working in this area
(21) = 13.8 sqm (148.5 sq ft) per person.
c. 457.7 sqm - This figure is for the total area of the SLT offices
including the meeting rooms, resource rooms, kitchen and reception area
but excluding the corridor.
10. Please state the total square footage of each member of the
strategic leadership team's existing private office space
The Strategic Leadership Team do not have private office space - they
all work within an open plan area. In relocating to a shared open plan
office we have freed up space in other Council offices which were
previously occupied by all members of the Strategic Leadership Team.
These areas can now be reallocated to other Council service areas for
their use, therefore providing better use of resources.
Total sqm of the their previous offices were 336.8 sqm. Divide this by
the number of people working in this area (21) = 16 sqm (172.2 sq ft).
The Strategic Leadership now have less space per person.
