Dear Ms Mullen

ENVIRONMENTAL INFORMATION REGULATIONS 2004 – INFORMATION REQUEST

I am writing to advise you that the Council has decided not to disclose the information you requested on 09.10.2019. In accordance with the EIR this letter acts as a Refusal Notice.

Please note the request has been considered under the Environmental Information Regulations 2004 as the information requested is environmental information.

Unfortunately your request has been refused under Regulation 12(4)(b) of the Environmental Information Regulation 2004, Manifestly Unreasonable. This is because dealing with the request would create unreasonable costs or an unreasonable diversion of resources. You may wish to refine and resubmit your request so that it reduces the cost; for example, agreeing to a shorter time period.

If you are dissatisfied with the handling of your request you may ask for an internal review and you should submit this in writing to: FOI Internal Review, Blackpool Council, PO Box 4, Blackpool, FY1 1NA or email us at [Blackpool Borough Council request email].

If you are not happy with the outcome of the review, you have the right to apply directly to the Information Commissioner’s Office for a decision. However, the Information Commissioner will generally not consider a complaint until you have exhausted an Authorities internal complaint procedure. You can contact the Information Commissioner at: Information Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF, (www.ico.org.uk).

Yours sincerely
