The BBC's use of the term "Investigation"

Dear British Broadcasting Corporation,

Following on from the ultimate non-response to RFI20120981, I am re-raising and re-phrasing my questions. In each case, the questions relate to information held by on on behalf of the BBC, including staff training materials, policy documents, performance statistics, computer system designs, and any other relevant sources.

1. In November 2012, TVL sent a letter that included the text "you have not responded to our previous letters, so we have opened any investigation".

(a) Please can you tell me how many households received this letter from you at around this time (November 2012).

(b) Please can you indicate the actual consequences for a citizen that occur when TVL "opens an investigation".

2. In December 2012/January 2013, TVL sent a letter that included the text "you have left us no alternative but to proceed with the final stages of our investigation".

(a) Please can you tell me how many households received this letter from you at around this time.

(b) Please can you confirm whether this "final stage" of investigation relates to the investigation opened in (1) above, and if so, the number of households that received letter (2) without receiving letter (1).

(c) Please can you indicate the actual consequences for a citizen that occur when TVL embarks upon the "final stage" of an investigation.

3. In January/February 2013, TVL sent a letter that included the text "OFFICAL WARNING: WE HAVE OPENED AN INVESTIGATION".

(a) Please can you tell me how many households received this letter from you at around this time.

(b) Please can you confirm whether this was a new investigation, or related in some way to that in (1) and/or (2), above. Please can you indicate the number of households that received all three letters.

(c) Please can you indicate the actual consequences for a citizen that occur when TVL embarks upon a further investigation when the previous one has yet to be resolved.

4. Please can you confirm that at no stage over this period, did you send any letters to householders confirming the cessation of an investigation.

5. Please can you specify the "fair and lawful" purpose for which data is being processed in order to facilitate the sending of these letters.

6. Please can you explain BBC policy concerning the rights of data subjects in relation to data used to send these letters.

So much for the BBC's "We will deal with your request as promptly as possible, and at the latest within 20 working days". It regularly churns out these meaningless words but has no intention of doing either, thus showing contempt for both the enquirer and the Law.

You'd think the BBC, "the world's leading public service broadcaster" with "its mission ... to enrich people's lives ...", would at least employ someone who speaks English. "I would like to take this oppourtunity to assure you that your request is a priority as it is late", this anonymous entity writes. No, it isn't! It's the *reply* that is late, not the request. And "oppourtunity", forsooth ...

What a cowboy outfit the BBC is. It and Capita deserve each other.

Yes - what can I say - it's a common enough experience with the BBC.

Not only that, but a delay does not necessarily mean that the request won't end up in the exemption bin.
