There was no formal Agreement Group that we are aware of. We think the
term in the letter was used informally to refer to an internal officer
meeting.

There were officer meetings convened to discuss the suite of documentation
which then fed into the negotiation meetings, in addition there were more
formal meetings involving council members when developing Seaside Homes.
However we can confirm there was no actual “Agreement Group”.

I am unable to provide the correspondence to which you refer as it may identify the source. I can, however, confirm that the email is dated 27.6.11 and was sent to Steve Bulbeck. I believe that membership of the "Agreement Group" includedc Jugal Sharma, Sylvia Peckham, Louise Lowery, Neil J Smith, Nick Hibberd, Aaron Burns, Adrian Ashwell, John Currell, Ivan Puchnarewicz, Steve Cooper and Bob Bruce but I am reluctant to confirm or publish this information without access to confirmation provided by your good self.

I must admit that this response , although welcome, is not related to the my request :
'Temporary /Emergency accommodation: Tax andDue Digilence' but is related to to my request concerning “Agreement Group relating to BHCC and BHSCH Ltd” (Reference: IA16045/ FOI5868)

I appreciate your offer to keep your 'review' open assuming it is possible to identify the email to which I refer. Given that I have provided the date , the sender, and some or all of the recipients, I assume, unless Mr Sharma was able to destroy documents before his arrest and dismissal, that this correspondence is still in the records of BHCC.

Dear Katie,
In your response, dated 14.11.16, you kindly stated that you would look further into the matter of the "Agreement Group" if you were able to identify the email to which I referred following the original request for information on 8 January 2016.

Given that the department has identified "new" information regarding BHSCH in relation to other Freedom of Information requests I was wondering if further details have emerged about this "Agreement Group".

This is particularly pertinent at the present time as I understand the CPS are currently taking a decision on the Jugal Sharma case and one therefore assumes it is in the public interest for all identified documents concerning his role to be in the public domain. As mentioned previously, I also understand that Steve Bulbeck the current CEO of 'Seaside Homes', and Sylvia Peckham, Head of the department being paid over £1.5m per annum to manage the BHSCH properties, were members of this "Agreement Group".

I would therefore assume that the present internal BHCC review of Brighton and Hove Seaside Community Homes would wish to examine the work and decisions of this 'Group'.

I look forward to hearing from you and hope it is possible to 'discover' more information.

The information provided to you on FOI5868 was correct at the time of response. As new information has come to light since then, you will need to submit a new FOI request. I note in my email previously, I said: " If you are able to tell me where you sourced the letter from I can look further into this for you".

Unfortunately, we cannot comment on materials if we are not aware of the validity. My best advice would be to submit a new FOI request so we can address these new concerns against the new information. I would prefer for the FOI request remains the same as it seems superfluous to submit a new request when it is precisely the same as it was when submitted in January 2016;

The "New information" to which I refer is that arising from other FOI requests as a result of advice from the ICO such as FOI6964 or the internal Council decision taken to hold a review into BHSCH.

I can only repeat the details of the letter as being from Jugal Sharma (Lead Commissioner Housing) to
Steve Bulbeck (Chief Executive, BHSCH) dated 27 June 2011; reference JS/fs/LDV/SB. The letter was CC'd to the Agreement Group.

It may help that an email dated 23 May 2012 from Nadia Wibley on behalf of Jugal Sharma and marked as of high importance was sent to Sylvia Peckham (Through whom "all communications with Seaside"must go), Louise Lowery, Neil J Smith, Nick Hibberd, Aaron Burns, Adrian Ashwell, John Currell, Ivan Puchnarewicz, Steve Cooper, and Bob Bruce. I do know that this email was released by Louise Hanrahan sometime in 2015.
