Ha ha! Good question.

I guess the higher production costs in percentage terms of the 1p coin are subsidised by the lower production costs in percentage terms of say the 10p coin.

Just for demonstration purposes it may cost 2p to produce the 1p coin but only 3p to produce the 10p coin.
