requested information about supplier accreditation and adoption in
relation to local authority contractors framework
 
The information you requested is listed below in order of questions raised
for ease of reference:
 
Question: Can you please tell me the exact qualifying criteria necessary
for a contractor to meet in order to be suitable organisation considered
an organisation as to be adopted within the local authority contractors
framework.
 
Answer:  The council requires all contractors to meet minimum standards.
Exact qualifying criteria is subject to the nature of individual
requirement/contracts, however for contracts >£75K an accreditation
process is undertaken in the form of completion of a Pre-qualification
element as part of the procurement process. 1) standard template attached.

Question: Also can you please tell me exactly what due diligence and
appropriate background checks are carried out by either Thanet District
Council or any such agent or parties on the council’s behalf or by the
council’s instruction.
 
Answer:  Due diligence process includes the gathering and analysing of
information as follows:
 

* Name of organisation and directors/officers
* Registered Business address
* CVs of principals
* Contact details
* Group Structure (chart) showing how the contracting company fits into
the overall corporate structure
* Company registration number and date of registration (where
appropriate)
* VAT number
* Project outline
* Evidence the proposed project would not represent an excessive
increase in the overall scale of the organisation’s activities.
* Relevant experience of similar projects
* Last 3 years financial accounts
* Auditor contact details
* Financial Plan
* Evidence of funds required to complete the project.

* External credit rating

* Credit reference (taken by TDC)
* General search on company performance
* Press/media

* Compliance with money laundering regulation

 
 
Any new supplier, regardless of value of goods, supplies, works which
includes non-contract/ "ad hoc" requirements have to be formally adopted
by using an internal supplier adoption process, which includes such detail
as to why a new supplier is required, supplier details including contact
and company registration.  A credit report is then sourced from a third
party credit agency and where reports highlight areas of concern, due
diligence as per above format is carried out in advance of supplier set
up.
 
If you are dissatisfied with the handling of your request, you have the

submitted within two months of the date of receipt of the response to your
