Thank you for your request for information which we received on 6
February.

 

You asked for copies of all documentation relating to the support of a bid
to the Homes and Communities Agency for traveller pitch funding related to
the award of £700,000 to Matrix Housing  (Rooftop) which resulted in
Rooftop being awarded £700,000 to develop 16 pitches on about 6 January
2012.

 

Your request is being considered under the terms of the Freedom of
Information Act 2000 (FOIA) and we will aim to provide you with a response
by 5 March.

 

For your information, the Act defines a number of exemptions which may
prevent release of the information you have requested.  If this is the
case you will be advised of any considerations, subsequent decisions and
your rights of appeal. There may also be a fee payable for this
information; this will be considered and you will be informed if a fee is
payable.

Freedom of Information request – Ref 3380

 

I am writing further to your request for information, which was received
on 6 February.

 

You asked for copies of all documentation relating to the Council’s
support of a bid to the Homes and Communities Agency for traveller pitch
funding related to the award of £700,000 to Matrix Housing  (Rooftop)
which resulted in Rooftop being awarded £700,000 to develop 16 pitches on
about 6 January 2012.

 

Please find attached copies of 3 documents:

 

o A copy of a page from the ‘Matrix Supporting Information’ from April
2011 showing support from the Council’s Housing Strategy Officer.
o A copy of an email sent by the Council’s Senior Housing Strategy
Officer to the Investment and Regeneration Officer at the Homes and
Communities Agency on the 28 June 2011.
o A copy of the HCA Pro Forma ‘2011/15 Affordable Housing Programme LA
Pro Forma for Homelessness Change Programme and Traveller Pitch
Funding offers’ for the HCA’s Programme Board on the 18 July that was
completed by the Council’s Senior Housing Strategy Officer.

 

However we have blanked out the names and contact details of council
employees and employees of the Homes and Communities Agency in these
documents.  In doing this the Council is relying upon an exemption in the
Freedom of Information request, Section 40(2).  Section 40(2) applies
where disclosure would breach any of the principles of the Data Protection
Act.  One of the principles is fairness.  The Council employees and the
Homes and Community Agency employees had no expectation when they were
dealing with this matter in the course of their work that their names and
contact details would be released into the public domain.  So it would not
be fair to leave them in.   

 

You will be free to copy, distribute, transmit, adapt or otherwise exploit
any information disclosed to you providing that you do so in accordance
with the conditions which can be found on the council’s website

review of our decision or make a complaint about how your request has been

Your request for an internal review should be submitted to us within 40
working days of receipt by you of this response.  Any requests received

of appeal to the Information Commissioner's Office (ICO) for a decision. 
Generally, the ICO will not make a decision until you have exhausted the
complaints procedure provided by the Council.  The Information
