Dear Austen Cooper

TfL Ref: 0789-2425

Thank you for your request received by Transport for London (TfL) on 7
June 2024 asking for information about the funding of Croydon Council's
Brighton Road cycle scheme.

Your request has been considered in accordance with the requirements of
the Environmental Information Regulations and our information access
policy.  I can confirm that we hold the information you require.

You specifically asked: I am writing regarding the report to Croydon
Council’s Cabinet Meeting of 15 May 2024, entitled “The Future of The
Brighton Road Experimental Orders to Support Cycle Lanes”, details of
which can be found
[1]https://democracy.croydon.gov.uk/ieDecis...

Please can you provide me with:

1. Copies of all correspondence between the Council and Transport for
London regarding consultation with TfL about the Council’s proposals to
modify the scheme, as detailed in the report and annexes of 15 May 2024.

2. Copies of any assessments that Croydon council shared with TfL about
the planned changes described in the 15 May 2024 report regarding their
compliance with TfL’s London Cycle Design Standards.

3. Copies of any assessments that Croydon council shared with TfL about
the planned changes described in the 15 May 2024 report using TfL’s
Cycling Level of Service audit tool.

4. Itemised costs and dates detailing the money provided by TfL to Croydon
council for the scheme.

Please see attached documentation as requested to answer questions 1, 2
and 3.

Please note that in accordance with TfL’s obligations under the Data
Protection legislation some personal data has been removed, as required by
Regulation 13 of the Environmental Information Regulations. This is
because disclosure of this personal data would be a breach of the
legislation, specifically the first principle of the legislation, which
requires all processing of personal data to be fair and lawful. It would
not be fair to disclose this personal information when the individuals
have no expectation it would be disclosed and TfL has not satisfied one of
the conditions of Schedule 2 which would make the processing ‘fair’.

In relation to your question 4, TfL did not fund the removal of the wands.
However we have provided £500K of Cycle Network Development (CND) funding
and £35K of London Streetspace Plan funding to LB Croydon for Brighton
Road.

We do not hold any itemisation of costs as this wasn’t our scheme, however
you may want to contact LB Croydon to request this:

If this is not the information you are looking for, or if you are unable
to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to
appeal as well as information on copyright and what to do if you would
like to re-use any of the information we have disclosed.
