TfL fare scale on National Rail

Dear Transport for London,

Could you please tell me under which arrangements each of the following National Rail services charge fares that are set by TfL rather than their own own fares (eg, written into the franchise, by individual agreement with TfL, historic service arrangement):

Chiltern: Marylebone to Amersham
Chiltern: Marylebone to West Ruislip
Thameslink: Elephant & Castle/ London Bridge to West Hampstead/Finsbury Park
Great Northern: Moorgate/ Kings Cross to Finsbury Park
GWR: Paddington to West Drayton/Greenford
C2C: Fenchurch Street/Liverpool Street to Upminster

Secondly, could you tell me how much money TfL has paid, if any, to enable each route to accept the TfL farescale rather than the NR farescale. Could you also state which body each sum has been paid to. Please give me these sums for the past five financial years (2014/15 to 2018/19).

the Freedom of Information Act and our information access policy.  I can
confirm we hold some of the information you require. You asked:

 

Could you please tell me under which arrangements each of the following
National Rail services charge fares that are set by TfL rather than their
own fares (e.g., written into the franchise, by individual agreement with
TfL, historic service arrangement):

 

The only agreement of those below where TfL has paid to enable the route
to accept the TfL fare scale rather than the National Rail fare scale is
the First Great Western route.

 

Chiltern: Marylebone to Amersham

 

There is a historic agreement. The Metropolitan Railway and the Great
Central Railway shared tracks south of Amersham from the start of the 20th
century and common fares are likely to date back to this time, though TfL
has no documentation confirming this. Their successor organisations (TfL
and Chiltern Railways) have continued the arrangement and fares are set by
TfL.

 

Chiltern: Marylebone to West Ruislip

 

An agreement was reached with Chiltern in December 2007 to facilitate
early introduction of PAYG on this route. Please note that cash fares
remain set on a National Rail basis.

 

Thameslink: Elephant & Castle/ London Bridge to West Hampstead/Finsbury
Park

 

There is a historic agreement. However, we no longer have any record of
why they were initially introduced.

 

Great Northern: Moorgate/ Kings Cross to Finsbury Park

 

There is a historic agreement. However, we no longer have any record of
why they were initially introduced.

 

FGW: Paddington to West Drayton/Greenford

 

An agreement was reached with FGW in May 2008 to facilitate early
introduction of PAYG on this route. Please note that cash fares remain set
on a National Rail basis.

 

C2C: Fenchurch Street/Liverpool Street to Upminster

 

There is a historic agreement. However, we no longer have any record of
why they were initially introduced.

 

Secondly, could you tell me how much money TfL has paid, if any, to enable
each route to accept the TfL farescale rather than the NR farescale. Could
you also state which body each sum has been paid to. Please give me these
sums for the past five financial years (2014/15 to 2018/19).

 

Payments made to First Great Western:  

 

2014/15 = £783,778

2015/16 = £1,098,993

*2016/17 = £977

 

*The payments ended a few days into the 2016/17 financial year, hence the
small amount.

 

There were no payments in 2017/18 and 2018/19.
