Dear Margaret,
Freedom of Information request relating to Tetra Pak recycling
Further to your FOI request which was logged under FOI Ref No 05121, I am
now in a position to provide a response to your request for information
under the provisions of the Freedom of Information Act 2000.
There is no statutory duty to collect drinks cartons.
Eden District Council have never collected drinks cartons (Tetrapak is
actually a trade name). We are aware of a private company, Eden Recycling,
who have collected them in the past within Eden. However this company has
now ceased to operate.
In April 2012, Eden DC's new 15 year recycling contracts included the
collection of cans, glass, plastics and paper/card, this was authorised by
Eden's Members for the collections of these materials to be extended to
the full district.
We have ongoing discussions with our contractor on recycling. However at
this time our contractor do not wish to take up the opportunity of
recycling drinks cartons for the following reasons:
1. They would have to be separated manually at the MRF facility. Therefore
expensive, time consuming and would effect the efficiency of the plant.
2. The specialist Processors nearest outlet is in Halifax which is some
distance away from Cumbria. To build up a significant volume to take to
the outlet would take a significant amount of time. There would be issues
of downgrading of the materials and moisture content and the risk would be
they may be rejected at the outlet. When the cartons are being processed
it is difficult to separate the various components within the drinks
carton and are therefore of very little value.
3. To collect cartons it would need to be commercially viable for
ourselves and agreed with our contractor. The collection/sortation/baling
and handling currently would outweigh the material value.
I hope this satisfies your query however if you are dissatisfied with this
response you can have your complaint heard under the Council’s Complaints
Procedure. To do this you will need to contact us within 10 working days
of receipt of this email. You can do this by the contacting the Deputy
Chief Executive (Matthew Neal) via [1][email address] or writing to the
Deputy Chief Executive at Eden District Council, Town Hall, Penrith CA11
7QF.
You can also complain to the Information Commissioner (ICO) at:
Information Commissioner’s Officer, Wycliffe House, Wilmslow, Cheshire SK9
5AF or by telephoning 0303 123 1113. Generally the ICO cannot make a
decision unless you have exhausted the complaints procedure provided by
Eden District Council.
