TETRA mobile comms . Has HSE received complaint of non compliance by the POLICE on risk assessment of work equipments.

The request was successful.

Dear Health and Safety Executive,

This is a request for information under the FOI 2000 regulation.Can you please provide an answer as to have you received any complaint from the POLICE FEDERATION or any police officers to investigate breach of health & safety regulation. The police/home office responsible has not conducted any risk assessment on tetra mobile communications work equipments, it is a legal requirement under the The Management of Health and Safety at Work Regulations 1999 [HASAWA1974].
The following SECTIONS are the most important and applicable which has been breached;

1. Citation, commencement and interpretation.
2. Disapplication of these Regulations.
3. Risk assessment.
4. Principles of prevention to be applied.
5. Health and safety arrangements.
6. Health surveillance.
7. Health and safety assistance.
8. Procedures for serious and imminent danger and for danger areas.
9. Contacts with external services.
10. Information for employees.

All the 43/44 police force has been equipped incremently since 2001,I have a confirmation FOI answer from the home office.The reply from the Home Office is avilable on www.whatdotheyknow.com.

TETRA is an experimental system rolled out without informed consent of majority of the police force nor any risk assessment has been carried out as required by law.

Some officers been asked to take part to provide information how it affects them, but not been given full information as to what kind of experiments they are taking part in, not been informed of the adverse effects they will experience etc. A lot of officers are experiencing adverse health effects of all sorts physical mental, psychological.There are links to stats on POLICE FEDs website.

Documented researched credible evidence of effects from TETRA is available,THE STEWART COMMITTEE recommended not to roll out until more study has been done.
WHO world health organisation has classified such emissions from TETRA and wi-fi as a possible carcinogen and has classsified it class 2B, could have categorised as SAFE , but it did NOT.

EU PACE 1815 came out in 2011 to apply precuationary principle to all wireless technologies emitting possible harmful radiation,advising to raise public awareness.I raised this with the department of health , it made a reference to a 1999 directive and advise from NRPB an advisory body, totally ignoring the 2011 EU Directive PACE1815.

Should you prefer to look into the effects of harmful emissions of EMF frequency technologies, you may refer to the following research reports going back to 1960's and some of the latest by Bioinitive in 2012;

1. Biological effects and health implication of microwave radiation 1969 symposium Edited by S.tephen F. Cleary Department of Biophysics Virginia Commonwealth University sponsored by
MEDICAL COLLEGE OF VIRGINIA Virginia Commonwealth University with the support of Bureau of Radiological Health U.S. DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE Public Health Service Environmental Health Service.

"Clinical and Hygienic Aspects of Exposure to Electromagnetic Fields Christopher H. Dodge"
This report by US NAVY summarises most of the effects from emissions of EMF electromagnetic frequencies.

The following site by Dr Magda Havas [PHD] of Trent university canada has comprehensive information on the subject matter I believe you will find immensely informative and useful.

Apologies I have added alot of information in this request but I felt there is a need for you to understand the background to the problem.Why the officers should be concerned.They have legitimate reason to raise concern, their health is put at risk and some [1:4 apparently] are suffering ill health as a result.

I look forward to your reply,if you have been contacted by any party to investigate breach of health and safety ,risk assessment for TETRA in the police force.

Yours faithfully,

Dear Shapla

I can only assume that there has been some technical glitch either at our
end or at the Whatdotheyknow end.  I attach a copy of our original
response.  I trust that this will suffice.
