Terry Wogan and Children in Need.

I am writing regarding Terry Wogan (TW) and fees he received from the BBC to host Children in Need (CiN).

Please advise how much TW was paid each year to host CiN?
Was TW the only presenter to receive fees for hosting CiN?
Did TW ever repay any fees to the BBC and host CiN for free?

I am writing to request an internal review of British Broadcasting Corporation's handling of my FOI request 'Terry Wogan and Children in Need.'.

It is my understanding that details of payments to Terry Wogan are possibly already in the public domain. Therefore, I believe the BBC has an obligation to provide details of all payments made to Terry Wogan, in view of the fact that every other participant in the show allegedly did it for free. I believe that the BBC has shown a flagrant disregard for the licence payer since 1979 by paying Terry Wogan for his services, when there are many other presenters who were available do the show for free. The money paid to Terry Wogan should have gone to good causes. The public has a right to know how much Terry Wogan received, whilst piously asking for our money for good causes.

As stated in our email to you on the 7 October 2016 the BBC does not offer an internal review when the information requested is not covered by the Act, so you are therefore unable to appeal our decision using this process. The BBC's understanding of the scope of the derogation has been informed by numerous cases, including the recent consideration by the Supreme Court, in the case of Sugar (deceased) v British Broadcasting Corporation and another [2012] UKSC 4, of the Schedule 1 'derogation' for the public service broadcasters in relation to journalism. Lord Phillips noted the BBC’s ‘important right to freedom of expression’ and the link between Schedule 1 of the Act and Article 10 of the European Convention on Human Rights.

Additionally, as also recognised by the Supreme Court, it recognises that public service broadcasters caught by the Act (BBC, Channel 4, S4C, MG Alba) should not be placed at a disadvantage to their commercial competitors.

In practical terms, the BBC has interpreted this to mean that we are not required to supply information held for the purposes of creating the BBC's output or information that supports or is closely associated with these activities.
