We write in response to your recent request for information, which we
received on 26 January 2020. We are now in a position to provide a
response. We apologise again for the delay in providing you with this
response.
 
We have dealt with your request in accordance with your ‘right to know’
under section 1(1) of the Freedom of Information Act 2000 (FOIA).
  
Request
 
In your email you asked us for:

 1. the number of legal services contracts you put out to tender;
 2. the number of suppliers who submitted bids in respect of each tender;
 3. the number of bids submitted in respect of each tender (alternative
bids?);
 4. a brief description of each tender;
 5. the number of suppliers who were unsuccessful in respect of each
tender;
 6. the number of tenders awarded to suppliers who agreed the lowest
price.

As your request was for “each of the past five years” we have considered
any information from and inclusive of the 2015-2016 financial year.
 
Response
 
We can confirm that we hold information in scope of your request. We can
advise the following in respect of each element of your request:

 

 1. One legal services contract was put out to tender.
 2. Three suppliers submitted bids.
 3. Each supplier submitted one bid.
 4. The tender was for legal support for the ICO information law
enforcement and regulatory appeals teams.
 5. One supplier was deemed unsuccessful.
 6. Tenders were based on the rates in Crown Commercial Framework. One of
the successful tenders had the lowest partner rates

This concludes our response to your request. We hope the information
provided is helpful.
 
Review Procedure
 
If you are dissatisfied with this response and wish to request a review of
our decision or make a complaint about how your request has been handled
you can write to the Information Access Team at the address below or

Your request for internal review should be submitted to us within 40
working days of receipt by you of this response.  Any such request
received after this time will only be considered at the discretion of the
Commissioner.
