Contracts Finder: School Food Plan Prior Information Notice v2/9/13
Description of the contract
The Department for Education is seeking to establish service contracts to implement The School Food Plan (SFP). The aim of the SFP is to further increase the quality and take up of school meals, develop a whole-school food culture in every school and to excite children about good food and cooking so that they can lead healthy lives. The plan can be downloaded at www.schoolfoodplan.com.

DfE will pursue two key major initiatives in the SFP with a combined contract value of £14.8 million:
Lot 1: Kick Start School Lunch Take-up (cost) £11.8 million
Lot 2: Seed Fund Self Sustaining Breakfast Clubs (cost) £3 million
The background and details for these Lots, along with 14 other actions, was published on 12 July 2013 in the School Food Plan (see www.schoolfoodplan.com). We are publishing this Prior Information Notice to give early notice to potential market providers of the forthcoming tender process and the contracts that may be let.

Contracts are intended to run for 20 months, beginning during December 2013 and completed by September 2015.

How to apply
Invitation to Tender (ITT) documentation:
The procurement will be managed electronically and further information including the ITT, which will include the specification of requirements and evaluation criteria, will be published on Contracts finder https://online.contractsfinder.businessl... in accordance with the indicative timetable that can be found in “Documents”.

Bidder’s briefing event:
The DfE will be holding a bidder’s briefing event for each of the two Lots (see indicative timetable below) for organisations interested in tendering for these contracts. We are particularly interested in engaging with small to medium size (SME) organisations to ensure potential barriers to their engagement in this procurement competition are addressed. This event is intended to provide a forum for discussion with DfE and an opportunity for networking between bidder organisations who may be interested in forming consortia in order to bid. Attendees will be briefed on the procurement and be given an opportunity to ask questions about the requirements and the procurement process. To ensure all bidders (not just those attending this event) have equal access to this information, the information provided at the bidder’s briefing event (for example presentation slides and questions and answers) will be published by DfE after the event. Attendee details will also be published, subject to the consent of those parties.

Following a search of paper and electronic records I have established that the department holds the information you have requested. Under section 21 of the Act the department is not required to provide information in response to a request if it is already reasonable accessible to you.
