4e. What is the pricing structure of the fees paid to the supplier? I.e. %
of costs processed, fixed transactional fee, license fee etc  Medway NHS
Foundation Trust regret that this information is considered to be exempt
from disclosure under Section 43(2) (Commercial Interests).  This is
because disclosure of this information could distort competition between
other providers and result in less competitive quotes as well as be
detrimental to negotiations on other contracts and procurement.  The
likely consequence of this would be an increased cost to the Trust.  
Section 43(2) is a qualified exemption and is subject to the public
interest test. We acknowledge the public interest in openness and
transparency, but we consider there is a greater public interest in
ensuring an ability to obtain best value for money.  Disclosure could
prejudice the Trust’s ability to obtain best quality of service and
value.  We have therefore concluded that the exemption applies and that
withholding the material serves the public interest better than release in
this instance.
