Freedom of Information, Knowsley Metropolitan Borough Council

Dear Gloria,

Freedom of Information request F2013-09-2171

We have looked into your request for information about Temporary events, waste and litter, and our response is shown below.

Q1. For temporary events such as the Tour of Britain cycling what measures has the authority put in place to reduce the impact of the event on residents, such as extra waste, increase in litter, increase in carbon output?

For events such as the Tour of Britain, a staff member from Neighbourhood Delivery, together with the events organisers, are involved in the planning which includes putting measures in place for managing any increase in waste or litter. Each event is different and an assessment is made on any additional resources needed. For the Tour of Britain, additional bins were placed along the route (as part of the set up) and staff from Neighbourhood Delivery where routinely deployed along the route both during and after the event to ensure that any littering was promptly removed. In the Safari Park, where the start and finish took place, the venue and event organisers managed the additional waste and litter.

Q2. Who will foot the bill for this event? The Council, the race sponsors?

Some of the costs associated with the event are covered by the race sponsors, some by the organisers, some by the venue and some costs are covered by the Council.

Q3. How much money was set aside for the reduction, removal and recycling of the additional waste and litter?

There was very little additional waste and litter created by the Tour of Britain. Of this most was contained within the start and finish areas - which were on private land and managed by the venue and the event organisers. We do not have a figure for the set out and collection of the bins along the route as these were factored into schedules during core working hours.

Q4. Where any staff on duty for the sole purpose of issuing FPN for litter or waste offences? How many tickets were issued?

There were no staff on duty for this sole purpose.

Q5. Which Departments were involved in the planning and administration of this event?

Different Council departments were involved, to a fuller or lesser degree, depending on the need of the event. The council services that were most involved were leisure, community and culture, highways, neighbourhood delivery, emergency planning and communications.

If you need further information please see contact details below.

Kind regards,
