Response
Temporary/contractor staff
We can confirm that Student Loans Company Limited (“SLC”) has used
agencies to recruit temporary/contractor staff in the last 12 months.
The spend for temporary/contractor agencies from the last 12 months
(February 2022 to January 2023) was £461,082.67. In terms of the
requested breakdown for job title/specialism, this would exceed the
appropriate costs limit applicable to FOI requests and would therefore be
considered exempt under section 12(1) of the FOIA. Section 12(1) provides
that:
“Section 1(1) does not oblige a public authority to comply with a request
for information if the authority estimates that the cost of complying with
the request would exceed the appropriate limit.”
In order to search for, retrieve, collate and extract this information
would exceed the appropriate limit set out in the Freedom of Information
and Data Protection (Appropriate Limit and Fees) Regulations 2004. The
limit applying to SLC is £450 or 2.5 days (calculated to be 18 hours of
staff time at £25 per hour). It would exceed 18 hours of staff time to
source/verify this information. By way of advice and assistance, within
the appropriate costs limit we can provide a breakdown of spend by
individual agency, which may be indicative of specialism. Please find
this breakdown by individual agency below:

Permanent staff
We can confirm that SLC has used agencies to recruit permanent staff in
the last 12 months.
The spend for permanent recruitment agencies in the last 12 months (from
February 2022 to January 2023) was £480,283.53.
As advised above, a breakdown of spend by job title/specialism is not
possible to provide within the appropriate costs limit for the same
reasons as those outlined above. BY way of advice and assistance, the
breakdown by individual agency may be indicative of specialism in some
cases, therefore please find this below:

Contact names
We can confirm that this information is held by SLC, however exempt from
disclosure under section 40(2) of the FOIA. This information constitutes
the personal information of the individual concerned and it is unlikely
that it would be within their expectations that their personal information
be disclosed, and it is considered unfair to them to release information
which could be used to identify them. We are of the view that to disclose
this information would breach the first principle of the Data Protection
Act 2018, namely any processing of personal information must be lawful and
fair.
