Please provide me with information regarding temporary accommodation provided by the council over the last three financial years: 2017/18, 2016/17 and 2015/16

1. The number of people placed in temporary accommodation after making a homeless application
2. The number of temporary accommodation properties, broken down by category (such as hotels, B&Bs etc.)
3. The average (mean) length of stay in a temporary accommodation after making homelessness application
4. The five shortest and five longest stays in temporary accommodation after making homelessness application
5. The total costs to the council of temporary accommodation broken down by the same categories as question 2

Refer to the detailed local authority level homelessness figures 2009 -16,
April 2016 - March 2017 and April 17 - March 2018.

This provides a full breakdown to the temporary accommodation placements
per quarter broken down by type of accommodation.

Note, bookings to 3 nights have been taken out as they mostly happen due
to emergency weekend bookings and/or tenancies not taken up. The following
covers all tenure types.

5. The total costs to the council of temporary accommodation broken down

Your question in its current format is too broad to answer with any
accuracy.

Please note that Council spending and the actual final cost to the Council
are different.

For instance, the government provides a grant for Housing Benefit costs
and a contribution towards administering the scheme. Consequently payments
made by the Council would not wholly be considered a cost to the Council.

Part of the spending/cost would also include the administration/payments
from discretionary schemes, such as The Discretionary Housing Payments
scheme.

Further, it is not clear if you want the cost of officer time to be
included; for example in providing housing advice for residents, prior to
them being housed in the property concerned, or indeed ongoing assistance
in helping them maintain their tenancy.

The Council cannot provide the information you have requested. This
information is exempt under the Section 12 of the Freedom of Information
Act 2000. 

Please see below the exemption applicable and the reason(s) why it has
been applied.

 

EXEMPTION

Section 12: Where cost of compliance exceed appropriate limit

A public authority is not obliged to comply with a request for information
if the authority estimates that the cost of complying with the request
would exceed the appropriate limit. Staff time based upon a rate of £25
per hour is limited to £450 (18 hours) for public authorities. This is an
absolute exemption

The Freedom of Information and Data Protection (Appropriate Limit and
Fees) Regulations 2004 has set the appropriate limit as £450 based on a
charge at £25 per hour. Section 12 of the Act states that the Council is
not obliged to comply with a request for information if the authority
estimates that the costs of complying with the request would exceed the
appropriate limit.

The appropriate limit is represented by the estimated cost of one person
spending 2½ working days (or 18 hours) in determining whether the Council
holds the information, and locating, retrieving and extracting the
information requested. Consequently the Council is not obliged to respond
to your request under the Freedom of Information Act 2000.

 

Appeals & Complaints Procedure

If you are dissatisfied with this response and wish to appeal, please
write to the Information Management Team and this will be dealt with
through our Internal Review procedure.
