Temporary Accommodation

We're waiting for Peter Geoghegan to read a recent response and update the status.

Dear Freedom of Information Officer,

I am writing to make a request under the Freedom of Information Act
for information to temporary housing provided the council.

Specifically, I would like the following information:

1. The number of people who have been housed in temporary
accommodation after making a homelessness application in each of the
past six years. Please provide a breakdown for each year.

2. The number of people in each of the different types of temporary
accommodation after making a homelessness application in each of the
past six years. By 'type of temporary accommodation' I mean hostels, B
and Bs, council properties, private rentals, etc. The answer to this
could look something like this:

2011 x in Hostels; y in private rentals, etc

Please provide a breakdown for each year.

3. The average length of time people spent in temporary accommodation
after making a homelessness application to the council in each of the
past six years. Please provide a breakdown for each year.

4. The gross cost to the council of temporary accommodation for people
who made homelessness applications in each of the past six years.

Please provide a breakdown of costs for each year by each type of accommodation (2011 £x on Hostels; £y on private rentals, etc.; 2012....)

5. The gross cost of payments to private companies/private individuals who provide temporary accommodation for people who made homelessness applications in each of the past six years. (Eg landlords who own hostels that are used as temporary accommodation; private companies that run centres, etc).

Please provide the names of these private companies/individuals and details of all payments made to each over the last six years. (Eg Company X received £x in 2012, £y in 2013)

I would like this information in electronic form, preferably as a CSV file.

If my request is denied in whole or in part, I ask that you justify
all deletions by reference to specific exemptions of the act.

City Council (ACC) has completed the necessary search for the information
requested.

We are unable to answer this question as we do not hold this information.
To explain, we are unable to link the application to the type of tenancy
provided.

 

ACC is unable to provide you with information on The number of people in
each of the different types of temporary accommodation after making a
homelessness application in each of the past six years as it is not held
by ACC.  In order to comply with its obligations under the terms of
Section 17 of the FOISA, ACC hereby gives notice that this information is
not held by it.

 

We do report on the percentage of households who required temporary
accommodation that were offered it but not a breakdown of the type of
accommodation offered. We also record the average length of time (in days)
per placement in temporary accommodation with a breakdown of type and the
percentage of offers refused by type if that is of interest to you?

 

3. The average length of time people spent in temporary accommodation
after making a homelessness application to the council in each of the past
six years. Please provide a breakdown for each year.

ACC is unable to provide you with information on names of the hotel
establishments as it is exempt from disclosure. In order to comply with
its obligations under the terms of Section 16 of the FOISA, ACC hereby
gives notice that we are refusing your request under the terms of Section
39(1) – Health, safety and the environment – of the FOISA.

 

In making this decision ACC considered the following points:

 

ACC is of the opinion that Section 39(1) applies to the information
specified above, as the information in question concerns individuals who
may be vulnerable and/or fleeing domestic abuse. To release the
information may disclose their potential whereabouts and may place them in
physical or mental danger.

 

As a local authority Aberdeen City Council has a statutory responsibility
where they have reason to believe a person is homeless or threatened with
homelessness to provide temporary accommodation while they are going
through the statutory homeless process. As this includes clients who are
vulnerable and/or fleeing domestic abuse it would not be appropriate to
name any of the hotels or guesthouses used. It would not be appropriate to
release this information into the public domain.
