I am conduction a research for all the county and district councils to find out what the state of automation is in document use. Underneath the questions that will help me to complete my research.
Who is responsible for the communication? Can you provide a name of the person?
Who is responsible for house style? And who is the person who maintains it?
How do you make sure you comply to the WCAG guidelines documents and who is responsible for this?
What Software Systems are currently used by the Council (please identify each system if more than one is used) for:
• Document assembly/generation?
• Document template management?

I assume you mean website styling. This was created originally
by Verseone, I would have tweaked it over the years.

various departments

Sorry but this FOI is a bit non descript what do you mean by “What
Software Systems are currently used by the Council” we have 100 pieces of
software that do all sorts of things the fact that you then ask about
document assembly confuses the matter. Do you want all the software or
only software related to documents. On top of this you ask about WCAG so
are you now talking about Content Management System which is a “document
assembly” for the website.
I will be happy to address these issues again if you can be a bit more
specific as to what you are after.
The Council considers that the above response fully complies with the
requirements placed on the Council under the Freedom of Information Act
(FOIA) 2000 but a person making a request for information under the FOIA
2000 may complain to the Review Officer if they are dissatisfied with the

Dear Richard Macaskill,
Thank you for asking me for clarification and providing answers.
The questions I asked help me to answer the following core question: do you create accessible templates in the beginning with smart templating software or do you have to check every document with an accessibility checker tool at the end and improve what is not correct yet.
The reason why I ask for the person responsible for the communication is because they are commonly the ones responsible for the house style, which also effects the accessibility of the online documents. If nothing has been arranged for this I'm interested in interviewing this person to learn more about it.
This is all part of a research how efficient councils deal with accessibility in documents that are showed online and are then part of the accessibility rules.

We have a number of historic documents online in PDF format. We do not have any templates for creating documents however do apply PDF accessibility to them where possible.
