Dear North Wales Fire and Rescue Service,

Freedom of Information Request - Technical rescue skills within
your FRS.
I would like to make a freedom of information request to you
regarding the technical rescue skills and services that your FRS
provides. I would be very grateful if you will provide responses to
the following questions;
1. Please list the range of technical rescue services that your FRS
provides(ie line rescue, water rescue, USAR, Animal rescue etc).
2. Please state what stations carry out which technical rescue
services.
3. Please advise if your firefighters/staff directly provide these
services or whether or not an external organisation is contracted
in.
4. Please advise whether your staff who carry out these services
are whole time or retained duty systems.
5. Please state the duration of initial training courses for each
skill set as well as the continuity training commitment.
6. Please state whether firefighters/staff who undertake these
technical rescue skills are also required to undertake full
operational firefighting duties.
7. Please state whether firefighters/staff who undertake these
technical rescue skills are also required to undertake normal CFS
duties.
8. Please state the terms and conditions of employment for
firefighters/staff who undertake these technical rescue skills ie
secondary contracts.
9. Please explain what additional payments (skills payments if any)
exist for firefighters/staff who undertake these technical rescue
skills.
10. Please explain if your FRS operates skills payments for any
additional roles undertaken by firefighters/staff ie LiFE trainers,
CBRN/Hazmat teams, aerial appliances, HV pumping etc.

Dear Sir,

 

Further to your request for information below, submitted under the terms
of the Freedom of Information Act, this appears to be a duplicate of the
request submitted on 19^th March 2015 (copy attached), which is currently
being processed by North Wales Fire and Rescue Service.  Therefore, this
latest request, dated 1^st April 2015, will not be actioned.

Dear Brian Mottershead,

I have recently received a response from you regarding my request for information about your technical rescue skills. I am surprised given the terrain and its geography that NWFRS do not provide any technical rescue skills whatsoever. Could you clarify who then provides rescue, for example for a person in the river or scaffolder on a building site. What about large animal and USAR ?

South, Mid & West Wales both have a wide variety of technical rescue skills which confuses me?

Further to your email below, the response from North Wales Fire and Rescue
Service is as follows:

 

1.      Please list the range of technical rescue services that your FRS
provides(i.e. line rescue, water rescue, USAR, Animal rescue etc.).

·         NWFRS is able to provide a response to water related incident.

 

2.      Please state what stations carry out which technical rescue
services.

·         All personnel trained to Water awareness as a minimum.

·         Deeside Bangor, and Ruthin Type B

·         Betws y Coed Type C

 

3.      Please advise if your firefighters/staff directly provide these
services or whether or not an external organisation is contracted in.

·         All Water Response is carried out by service personnel

 

4.      Please advise whether your staff who carry out these services are
whole time or retained duty systems.

·         NWFRS provides this response with both Wholetime and RDS
personnel.

 

5.      Please state the duration of initial training courses for each
skill set as well as the continuity training commitment.

·         Water Awareness 1 day minimum initial, continuation training on
station annually to include practical use of equipment.

·         Type B/C – initial training has to include 4 days to cover all
modules 2 days RYA powerboat level 2 and 2 days water rescue boat level 2.
Ongoing training is 1 day a quarter on the water.

6.      Please state whether firefighters/staff who undertake these
technical rescue skills are also required to undertake full operational
firefighting duties.

·         NWFRS utilises operational staff for both water response and
fire fighting duties.

 

7.      Please state whether firefighters/staff who undertake these
technical rescue skills are also required to undertake normal CFS duties.

·         All NWFRS personnel  undertake CFS duties as part of their role.

 

8.      Please state the terms and conditions of employment for
firefighters/staff who undertake these technical rescue skills i.e.
secondary contracts.

·         Water Response is covered in the operational fire fighters terms
and conditions, including additional training days.

 

9.      Please explain what additional payments (skills payments if any)
exist for firefighters/staff who undertake these technical rescue skills.

·         No additional skill payments for water response.

 

10.  Please explain if your FRS operates skills payments for any
additional roles undertaken by firefighters/staff i.e. LiFE trainers,
CBRN/Hazmat teams, aerial appliances, HV pumping etc.

·         NWFRS does  have Officers with specialisms e.g. Hazmat, NILO
etc. but these do not attract any additional payments.
