1 • Can you supply me with the technical details of your light emitting diode (LED) Street lights and control management system (CMS).
2 • Can you supply me with the Environmental impact and health impact analysis of the deployment of the LED street lights and CMS as well as any human rights considerations that the Council have made around this technology deployment.
3 • Can you supply me with the insurance liability details that the Council have covering electromagnetic radiation emissions.
4 • Can you supply me with your SMART city agenda plans if you have one and who is responsible for implementing this plan.
5 • Can you supply me with any public consultation meetings or information supplied to the constituents about the deployment of the LED and CMS systems and future SMART city agenda and CO2 reduction plans.
6 • I am also requesting information on the Councils future transport plans to reduce CO2 emissions and their plans to coerce constituents to use electric as well as autonomous vehicles.

In breech of health and social care act and human rights laws by not conducting an environmental and health impact analysis before deployment

Dear Requestor,

Request for Information - Freedom of Information Act 2000 (FOIA)

In response to your Freedom of Information request, the Council’s response to your request is as follows;

 Request:     Can you supply me with the technical details of your light emitting diode (LED) Street lights and control management system (CMS).

Response:   The lanterns used are the Philips Luma and Digistreet range, with the CMS being Philips CityTouch. All specifications are available from their website.

Request:     Can you supply me with the Environmental impact and health impact analysis of the deployment of the LED street lights and CMS as well as any human rights considerations that the Council have made around this technology deployment.

Response:   All equipment was procured via a reputable company who ensures that all current manufacturing and safety standards are met. As such, no analysis was carried out before deployment.

Request:     Can you supply me with the insurance liability details that the Council have covering electromagnetic radiation emissions.

Request:     The Council does not have any specific insurance cover for this.

Request:     Can you supply me with your SMART city agenda plans if you have one and who is responsible for implementing this plan.

Response:   Not specifically at this moment in time. However, the Council’s “Bury 2030 Strategy”, particularly Section 4.4 “Infrastructure” may be relevant.

Request:     Can you supply me with any public consultation meetings or information supplied to the constituents about the deployment of the LED and CMS systems and future SMART city agenda and CO2 reduction plans.

Response:   During Phase 1, a leaflet was delivered to every property on the street where the lanterns was being changed to LED, along with a page on the Council’s website.

Request:     I am also requesting information on the Councils future transport plans to reduce CO2 emissions and their plans to coerce constituents to use electric as well as autonomous vehicles.

 

Response:  

 

All 10 Greater Manchester local authorities have been required by Government to take action to meet nitrogen dioxide targets in the shortest time possible. We have also received a Government Direction to implement a charging Clean Air Zone for commercial vehicles. GM authorities we have drawn detailed proposals for the Clean Air Zone and supporting financial measures to help our local businesses to upgrade to newer, cleaner vehicles. This will also have an impact on CO2 emissions. Further details can be found here:-

Bury has made a commitment to be carbon neutral by 2038. In Spring 2021, we will consult on our Draft Climate Action Strategy which will lay out a proposed action plan to take us towards our 2038 target. This will include looking at CO2 emissions from vehicles and transport and how they can be reduced and will be used as starting point to promote discussions with our communities and to gather their ideas and support to build and deliver our climate action objectives together. 

The Council has embarked upon a 3 year £10m vehicle decarbonisation programme, which will see every vehicle in its fleet replaced by a cleaner, more fuel efficient model that generates less carbon emissions. The programme is well underway, with 12 new waste collection vehicles (bin wagons) due to be delivered by the end of March 2021.

Dear Bury Metropolitan Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Bury Metropolitan Borough Council's handling of my FOI request 'Technical details regarding LED street lights and CMS'.

I would like to inform you that it is the council ,  not a private company that has to by law conduct an environmental impact study.

 I am aware and believe that 5G and its mesh network using microwave radiation Radar , is dangerous and therfore i want it removed,  because the council have not complied with their
obligations to create a safe environment , in breach of the Law including primary Human rights laws.

No annoyance or malice is intended in my communication,  I am simply concerened for the health and safety of myself and family also anyone living in these areas where the Led lamps and 5g have been rolled out, and I would like the council to have fulfilled their responsibilities and check these are safe for long term use.
