Please provide copies (redacted for privilege or commercially sensitive material if necessary) of any technical construction files held by the council relating to all CCTV cameras used for issuing Penalty Charge Notices in your borough (normally by way of enforcement of bus lanes and/or parking and/or moving traffic violations.

Please provide this in an electronic format, preferably pdf.

Dear Newham Borough Council,

I am writing to request an internal review of Newham Borough Council's handling of my FOI request 'Technical construction files relating to all cctv cameras used for enforcement purposes'.

I did not ask to see commercially sensitive or privileged information and was very specific about this in my request. I fully accept that some information contained in the TCF will need to be redacted, particularly in light of the fact that I have seen properly redacted TCFs as supplied by other local authorities.

However, I cannot agree that everything in the TCF is either subject to privilege or is commercially sensitive and I maintain that this can be disclosed without compromising the authority's obligations to its contractor. For example there will be information concerning makes and models of cameras being used, dates of deployment, locations of cameras, dates of decommissioning, and dates of VCA approval/certification of cameras, none of which is commercially sensitive, particularly bearing in mind the the specifications for cctv cameras are published on the maker's own websites.

Another disappointing "review" from Newham. I was thinking perhaps you should ask for records of the dates of submissions of the technical construction files to the VCA and the result of the submission in terms of whether or not the file was accepted and approved by the VCA or rejected? And if the submission was rejected, a short reason for the rejection of the file. Emails between Newham and the VCA do show a disturbing inability by Newham to get very much if anything approved:

This request is made via Whatdotheyknow, which makes the size of my email inbox of no significance since I will simply download the document when it is published on the Whatdotheyknow site. Dear Newham Borough Council,

Thank you for supplying Version 4 (V4) of the TCF. My request was for copies of "any technical construction files held by the council relating to all CCTV cameras used for issuing Penalty Charge Notices in your borough." Version 4 is not the latest version of the TCF held by the council and consequently my request remains unsatisfied. I have written to the ICO accordingly.
