Dear Mr Allison
Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000, relating to Thanet District Council, Manston
Airport and their Local Plan. I am pleased to provide the response below.
There has only been one (incoming) email on this subject between Thanet
District Council and Kent County Council, dated 4th October 2016 (14:52)
from Janice Axon on behalf of Councillor Chris Wells to Paul Carter, Paul
Watkins, Simon Cook, David Monk and Gerry Clarkson. A copy of the
Executive Summary of the Avia Solutions report was enclosed with this
email along with advanced notification of its general release and a copy
of the press release.
On the instruction of Avia Solutions to conduct said report, Thanet
District Council commissioned Avia Solutions and KCC had no involvement in
the preparation of the brief, the subsequent appointment and management of
the commission, including its outputs.
On the expected result of the report or the planned removal of the Saved
Policy for Manston Airport from the Local Plan, there has been no exchange
of emails other than that dated 4th October 2016 which is referred to
above, and which I enclose.
In summary, Kent County Council was not involved in the preparation of the
commissioning brief and was not consulted by Avia Solutions or Thanet
District Council during the commission. We received the final report on
its publication by Thanet District Council.
If you are unhappy with this response, and believe KCC has not complied
with legislation, please ask for a review by following our complaints
process; details can be found at this link
on our website. Please quote reference FOI/16/1842.
If you still remain dissatisfied following an internal review, you can
appeal to the Information Commissioner, who oversees compliance with the
Freedom of Information Act 2000. Details of what you need to do, should
you wish to pursue this course of action, are available from the
Information Commissioner’s website http://www.ico.org.uk/concerns.
