requested for statistics regarding Taxi/Private Hire Drivers and
Operators.

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and TfL’s information access policy.  We
can confirm TfL does hold the information you require.

We can inform you that this our application fees are publicly available on

Drivers. **

Dear Transport for London,

thank you for your reply but the information supplied was not that
which was requested. There was no mention of Knowledge Application
Fees contained either in the title or main text of my request. If
you would be kind enough to read the request again, you will note
that it's titled "Taxi & Private Hire Licensing Fees Information."
This is the information I requested!
Can you please supply a detailed breakdown of the individual
charges that contribute to the total sum of Taxi & Private Hire
Licensing Fees and not that of starting out Knowledge Fees!
Please include the individual numbers of current All London &
Suburban Taxi Drivers, Private Hire Drivers, Private Hire Operators
Office's both Registered / Main and Satellite with an itemised
breakdown of the Licensing Fees for all of the above.

Dear Transport for London,

My sincere apologies, the link so kindly provided does indeed
answer the question of numbers for the stated last financial year
2010/11!
I would just like to further clarify that although some of the
information I requested is now available to me, I haven't received
anything with regard to an itemised breakdown of how the individual
licensing fee totals are obtained, ie administration charges etc.
I also requested individual numbers of Private Hire Operators
Office's, both initially registered and Satellite Office's with an
itemised breakdown of their licensing fee's.
The information supplied of 3,211 Licensed Operators, doesn't
distinguish between an initial Registered Office and any Satellite
Offices.
There is also no indication as to how many of the 3,211 licences
issued, were of the five year (standard) or five year (small) type
licences.
If you could help with clarification of the above, I would be
extremely grateful!

The information I asked for regarding Licensing Fees is contained
within the title and first lines of text of the original request

Dear Mr Toulson

 

I am contacting you regarding the concerns you have expressed concerning
the response to your request for information. As you may be aware, any
expression of discontent with the response to an Freedom of Information
(FOI) request should be considered as an internal review of the handling
of the request and therefore we have conducted an internal review into the
concerns you expressed.

 

The review agreed that you had not received an appropriate response to the
first part of your request and that therefore TfL was in breach of section
1(1) of the FOI Act in that the response did not confirm whether or not
TfL held the requested information, nor was it communicated to you. As a
result, TfL is also in breach of section 10 of the FOI Act in that it has
failed to provide you with a valid response within 20 working days. On
behalf of TfL, please accept my apologies for the shortcomings in the
handling of your request.

 

In view of these shortcomings, the request has been referred back to our
FOI team for them to provide you with a response on the outstanding
element of your request. I can confirm that they have been working on
providing the outstanding information, and I have seen a draft which is
under preparation. However, I am still not convinced that this draft
appropriately answers your query as it appears that there is still some
confusion as to exactly what information you are seeking. In view of this,
the review has also determined that it would have been appropriate to
contact you in accordance with the duty under section 16 of the Act to
provide advice and assistance to those making FOI requests. I am sorry
that this was not done sooner. In order to expedite providing you with the
requested information, we would appreciate it if you could provide some
clarification of exactly what information you are seeking, e.g.

 

·         A copy of the parts of the accounts showing money accrued by the
Taxi and Private Hire (TPH) Directorate through each type of licence
issued

·         A breakdown of how each licence fee is calculated (i.e. how much
is charge to cover administration costs, contract costs etc)

 

We would appreciate it if you could clarify this point to the FOI inbox

behalf of TfL I apologise for the delay and any frustration this may have
caused you. Please note that, in view of the errors that were made in

can confirm TfL does hold some of the information you require. You have
requested for information regarding our licensing fees.

1)    A categorised detailed breakdown of each of the individual charges
that contribute to the total sum of all types of TPH Drivers and Operators
Licensing Fees, including how many of each type of licence were issued.

 

Unfortunately, we cannot provide a categorised detailed breakdown of each
individual charges that contribute to our licensing fee as this is not how
our licensing fees are calculated and, therefore, we do not hold this
information.

 

2)    A copy of the parts of the accounts showing money accrued by the
Taxi and Private Hire (TPH) Directorate through each type of licence
issued.

 

Please see pages: three, four and six of our London Taxi and Private Hire
Financial Summary 2010-2011 for the last financial year’s income from
licensing fees (attached).

 

3)    A breakdown of how each licence fee is calculated (i.e. how much is
charged to cover administration costs, contract costs & enforcement costs
etc)

 

Taxi and Private Hire Licensing fees are reviewed and calculated every
financial year. In the annual licence fee review all income received by
TfL are included, the only exception being costs considered to be outside
of scope and normally concern non-regulatory work. All income from fees
can, by law, only be spent on the cost of delivering the licensing
services and activity related to licensing. This includes:

                                 

o All back office resource costs for processing applications and
renewals for driver, vehicle and operator licences;
o All accommodation and associated costs such as rent, utilities etc
which are charged to the Directorate centrally by TfL;
o All stationary, IT hardware and software required to process and
produce licences, postage, telephone costs, web maintenance etc.
o All contract costs in particular the vehicle licenses contract
currently provided by SGS;
o All on street compliance activity, vehicles and equipment;
o All Knowledge of London examination costs for new taxi drivers.

 

Each year TfL forecasts expected expenditure for licensing for the year
ahead and identifies and changes to licence fees that may be required. A
review is carried out annually in July to ensure that Taxi & Private Hire
“break even” at the end of each financial year. Any surplus or deficit at
the end of each financial year is carried over into the following year’s
calculation. 

 

 The table below shows the estimated costs for private hire operators for
the financial year 2010/11:
