Dear Knowsley Metropolitan Borough Council,

I am writing to make an open Government request for all the information to which I am entitled under the Freedom of Information Act 2000.

With this in mind could you please provide the following information:

1. How many registered sex offenders currently (10.08.17) hold a taxi drivers' licence issued by the Council?

2. Please provide the protocol/practices followed by the Council for registered sex offenders who apply for a taxi drivers' licence.

3. From April 2016 - March 2017 how many taxi licenses have been issued to registered sex offenders by the Council?

4. How many are currently registered with the Council as sex offender status?

I would like the above information to be provided to us as paper or electronic copies, audio tape version or an opportunity to view.

If this request is too wide or unclear, I would be grateful if you could contact me as I understand that under the Act, you are required to advise and assist requesters. If any of this information is already in the public domain, please can you direct me to this with page references and URLs if necessary.

In line with guidance published by the Information Commissioner’s Office,
the council may make a charge for the provision of information – for
example in order to cover the costs of postage (in line with the relevant
postal charges) or charges for printing and copying (which will reflect
photocopying charges levied by the council’s public libraries) or if this
falls within the regulations of an EIR (Environmental Information).

We have looked into your request for information about taxi licensing, and
our response is shown below.

 

1.   Knowsley MBC currently has no taxi or private hire driver licensee
recorded as a Registered Sex Offender.

 

2.   Whilst Knowsley MBC cannot lawfully refuse to accept an application
from a Registered Sex Offender any such application would always be
referred to a Panel Hearing. Further details can be obtained from our

3.   Between April 2016-March 2017 Knowsley MBC did not licence any taxi
or private hire driver applicant who was at application recorded as a
Registered Sex Offender.
