Taxi and Private Hire Knowledge Tests

Dear Luton Borough Council

This is a request for information relating to the issuing of taxi and private hire licenses for which the knowledge test was conducted online.

Please provide the number of driver licenses issued since 2018 on a yearly basis.
Please provide the date that the knowledge test for taxi and private hire was switched to an online test.
Please provide the date that the knowledge test for taxi and private hire ceased to be conducted online.
Please provide all details of risk assessments taken before allowing the taxi and private hire knowledge test to be conducted online and the name of the person responsible for this decision.
Please provide the number of new drivers licenses issued since 2020 where the respective knowledge tests were conducted online.
Please provide the failure rate for the taxi and private hire knowledge test on a yearly basis since 2018.

I am writing to request an internal review of Luton Borough Council's handling of my FOI request 'Taxi and Private Hire Knowledge Tests'.

I  apologies for the delay in responding. I note that there appears to be
a fault with the WDTK website as the response to the last request seems to
have been applied to all pending requests. the response was only to one of
those.

with regards to this particular request, the complaints information goes
back as far as Jan 2020 as the council started to use the new Caseworker
system. For the period 2020 until the current day there has been 13
complaints for the licensing service with specific reference to Taxi/
Hackney Carriage or Private Hire.

Of the 13 complaints, 7 related to Knowledge tests as follows

2 x cancellations – customer offered new date
2 x change of date – new date offered
2 x new booking – new date offered
1 x decision – decision reviewed

5 related to applications 
3 x awaiting customer response – information sent again
1 x awaiting decision – advised on period of time for determination
1 x immigration requirements – advised of the correct visa provsions

Please provide the number of driver licenses issued since 2018 on a yearly

1. As the database is live then the information held is with regards to
current licence holders and the total number of licensed drivers is
currently 1680
Please provide the date that the knowledge test for taxi and private hire
was switched to an online test.
2. The date when the KT went online was  April 2011
Please provide the date that the knowledge test for taxi and private hire
ceased to be conducted online.
3. The Knowledge tests are still being undertaken online
Please provide all details of risk assessments taken before allowing the
taxi and private hire knowledge test to be conducted online and the name
of the person responsible for this decision.
4. it was ratified as a policy decision made by the Administration and
Regulation Committee in April 2016
Please provide the number of new drivers licenses issued since 2020 where
the respective knowledge tests were conducted online
5. As all licences are issued on a three year basis then all drivers since
2020 will have undertaken Knowledge tests online.
Please provide the failure rate for the taxi and private hire knowledge
test on a yearly basis since 2018.
6. we do not hold yearly rates for Knowledge Test failures but overall the
average failure rate for the test is 60%
