Targetted abuse of the learning disabled

Waiting for an internal review by Department of Health (Northern Ireland) of their handling of this request.

Dear Department of Health (Northern Ireland),

Nigel Chambers from Dept of health, learning disabilities team, in relation to restricting the movement , freedom and day care/ respite servcies for the learning disabled in NI has stated:

1.services "remain subject to infection prevention and control (IPC) guidance to minimise the risks associated with Covid-19 and respiratory illness."

Please outline why DOH have decided to focus on the learning disabled and not any other group of people within the region of NI for imposing these restictions?

he also stated;

2.
"Trusts are currently identifying placement in day opportunities for this cohort of service users to ensure that they have a meaningful range of day activities aligned to their assessed needs."

There is no eveidnece that this is happening at all within WHSCT, and what, specifically, is the DOH doing about this, because legally, the denial of these servcies is the responsibility of the DOH

Mr Chambers wrote:

"balanc(ing) Covid-19 risks with the wider risks to mental health and wellbeing associated with reduced community services. "

If DOH is aware of this- what have they been doing to ensure those *mental health risks and *risks to wellbeing of the learning disabled are addressed seriously .

4. DOH will be aware that the following laws are being breached by the immediate wihdrawal of those in care homes from day care, with no wean off period, no substitute and no best interests meetings with families.

The Disability Discrimination (Northern Ireland) Order 2006

*what evidence exists of DOH justifying breaking all of these laws and
*what evidience exists of its plans to recfifty this and when?

5.The DOH also presided over WHSCT when it took money from the learning disabled budgets and placed it elsewhere. To the tune of 42 million. "Missing millions"

Please outline all evidence to show that DOH did or did not know about this during the years 2005 to 2015.

b) please outline what measures its has put in place to ensure this does not re-occur.

6.Please outline all written evidence that the DOH have regarding the decison to not investigate this missing millions.

(It is clear the learning disabled are being targetted for financial abuse within the DOH) and Trusts' financial abuse of the L disabled is being condoned by DOH also.
