Tackling Poor Mental Health and Staff Satisfaction Levels in the Northern Ireland Civil Service

Dear Department of Health (Northern Ireland),

Can I please have a copy of any measures that may have been undertaken to tackle the appalling levels of Civil Service Stress?
With new Stress figures due out shortly can I please have a copy of any measures that may have been proposed?
Can I please have a copy of the minutes of all meetings where the topic of steadily worsening NICS stress may have been discussed?
Can I please have a copy of any research that may have been undertaken into the causes of NICS Stress or into the effectiveness of measures already taken?
The thing is you see that,if we all do something, then nobody is left to do everything.
Working together, we can have Civil Service Stress cracked in no time .
Those who feel that if we could only tackle official Fraud, Bias, Gagging, Inequality and Hatecrime then we could have NICS mental health levels the envy of the world, might have a point.

Good Luck . I wish you well. It is important to pre-judge nothing or no one but to instead go where the evidence, the independently forensically tested evidence ,leads. Thats how other countries do it , and it works.

Dear Department of Health (Northern Ireland),
Hey, we’re overdue. Rest assured there is no reflection on the DoH staff involved, who are, everywhere, very much seen as stressed-out victims of Note and File Only policies too. Nobody judges.

As follow-up, can I please ask if there is perhaps any record of DoH considering the adoption of American Style attitudes to stress reduction by forensically tracking down those causing stress, and rather than rewarding such individuals with promotion etc, instead holding them strictly and personally accountable and liable for the inevitable and foreseeable consequences of their actions?

That’s what Americans have always done and what they invariably encourage other countries to do. Apparently, wherever it has been tried, such methods work a treat Everyone is a winner. Everyone is happy.

In the circumstances, can I please ask for internal review, if that’s all right?

Dear Department of Health (Northern Ireland),

Hi, Things are moving very slowly. Note and File Only cases always do. I think I am not alone in fearing things are not going to end well for Noters and Filers, those formally ignoring evidence, those formally treating people like Junk.

History shows that things seldom do end well for Noters and Filers, Doers of Nothing, Bullies, Stress Creators, Fearers of Forensic Scrutiny, Exploiters of Children.

it’s an inescapable fact of life, known everywhere in the world literally since the dawn of time. This is not just an Ulster thing, nor a NICS/NIO thing. The appalling NICS mental health crisis is of course absolutely no reflection on long suffering, much traduced ordinary civil servants, nor on the unlistened-to, salt of the earth, Ulster public, all of whom are internationally recognised as very much victims too, very much in need of help.

Potential Leaders have to prepare to pick up the pieces, that’s the thing. We have to look to the future, a Listening future, a Caring future. We have to look forward positively planning ahead, as multi discipline Chartered Professionals do.

As, then, we inexorably move ever closer to Public Inquiry Stage regarding the NICS mental health crisis, I wondered as FOI follow -up Enquiry please if there was perhaps any record of DoH Directors, for instance, ever finding the courage to formally speak out against scandals like heavy duty Official Bullying, Official use of psychiatric injury as legitimate management tool, Official Noting and Filing Only of people and of evidence alike, Official rejection of Forensic Testing and shameless officially defended use of Child Exploitation. There is of course absolutely no need for names, just dates and numbers.

The thing is that Note and File Only Orders are probably one of those traditional fully endorsed Ulster/NICS/NIO Practices that, while NICS Directors may unanimously ( I have of course checked in so far as I was able) be happy to impose on Bullied, Traduced, Defamed, Silenced , Injured, ill and sacked OOPs, they are less willing to defend to Investor Ethics Committees at Public Inquiry or at corporate manslaughter stage. In this regard, Note and File Only Orders, are probably a bit like officially and in writing admitting at the highest of levels to treating people, their correspondence and the Whistleblowing as Junk.

After 25 year delays in advancing matters , I hope you don’t mind my saying we have to make progress. Endless official stasis and delay within and without the Executive and NICS/NIO may be official written policy, but it really is not the province’s friend. It really isn’t. Endless stasis is just incompatible with good Mental Health. Any psychiatrist will say so to anyone willing to Listen.

Listening, not Noting and Filing, is the key.
