I'm not sure why the numbers in the second and third tables don't add up to those in the first.

Please find attached amended data where I have presented this in a clearer format with separate tabs for each table.
In relation to your query on why the data for question 3 does not add up to the totals in Q1 & Q2 this is because there are other outcomes of stop and searches other than arrests or 'No further action'. For example, other outcomes could be; drugs warning, caution, police discretionary resolution etc.
Please also note that individuals can be arrested after a stop and search and then this can lead to a 'no further action' outcome.
