My application for EEA retain right has been refused but i am married with person with settle status in uk we meet all financial and lanuaage requirement for FLR(M) visa but my question can i aply FLR(M) from uk or i have to apply from back home

I am asking can you tell me only i can make new applicatin under uk law without withdrawing eea retain right refused appeal or not if i can what will be my right of work status after i aply visa under uk immigration law . My coa for retain right give me full time right to work and it says will continue untill all appeal right exausted
