I’m writing to request the following information concerning leisure
facilities operated by the local authority and within the local
authority area:

The following details for any contract put out to tender by the
local authority which includes the provision of services which
include public swimming facilities (either a main pool or a learner
pool) and is currently in effect:

- When the contract was put out to tender
- The length of the contract (including the start date and end
date)
- The amount of funding within the contract which is directly
related to the provision of swimming facilities (where this is not
possible, please include the total amount of the whole contract)
- To which contractor the contract was awarded

I also require this information for the most recent previous
iteration of this contract or directly relatable contract within
the past ten years. For these contracts, I will require the
following information:

- When the contract was put out to tender
- The length of the contract (including the start date and end
date)
- The amount of funding within the contract which is directly
related to the provision of swimming facilities (where this is not
possible, please include the total amount of the whole contract)
- To which contractor the contract was awarded

Response: The Council have recently let a concession contract to Parkwood,
which commenced 6^th Jan 2015, this concession covers all 4 of the
borough’s leisure centres, which includes two centres with swimming
facilities.

 

The tender process for this concession ran from March 2015 with award in
November 2015.  This is a concession contract therefore it’s entirely up
to the provider to attribute funding to swimming facilities as they see
fit to ensure they maximise their income.

 

It should be noted however, the building and structural maintenance and
related major capital replacement elements of the leisure centres remain
the council’s responsibility. Prior to the recent concession being let,
all the council leisure centres (inc swimming facilities) were run by the
in-house Leisure Services team.
