Thanks for your interest in the community centre via Whatdotheyknow.com.

 

The Environmental Information Regulations give rights of public access to
information held by public authorities. It mainly applies to government
departments and only extends to other bodies carrying out functions of
public administration if they have been granted special legal powers that
are not available to ordinary companies. I am not aware of any powers we
have in relation to community centres which are different to any other
charity or privately owned centre.

 

The regulation is also only valid for environmental information. You have
requested detailed information relating to costs and this does not fall
within the regulation. The law gives an example that financial information
would be classed as environmental information if it related to the costs
of redeveloping land and building a new leisure complex, but in this case
we are considering a long-established community centre.

 

I am pleased to answer some of your questions however.

 

Mancunian Way do not pay rent, and this is currently our policy for all
Community Assets. If we charged rent many would not be able to cover these
costs, so the centres would be closed, under-used, or only offer private
hire. We want our centres to strike the right balance between paying
hirers and other charitable activities.

 

Clarion are currently subsidising some of the running costs you mention.
When Mancunian Way took on the management of the centre the income would
not cover all the costs, and Mancunian Way agreed to increase the income
from hall hire and other fundraising so they can cover more of the running
costs and the centre will be more sustainable. If they make a surplus it
will be invested in charitable activities for the benefit of local
residents.

 

Mancunian Way are charitable so eligible to 80-100% relief on business
rates. In addition to this Mancunian Way are strong fundraisers, and were
able to employ a full time centre manager and deliver regular youth
activites by obtaining grants. This means that Clarion residents can enjoy
these opportunities on their doorstep.

 

By collaborating we can do more than we could alone. The usage of the
centre has increased rapidly since they took on the management. We review
this regularly, and both us and Mancunian Way appreciate feedback and the
active involvement of local residents so the centre can provide the
opportunities they need or want.
