Hi Tina,
Please see below for our reply to your questions.
What investments have you made to the infrastructure regarding access from
Inverness to John O’Groats (the John O’Groats Trail)
In FY 2023/2024 Dounreay awarded £327.50 to the Association of Northern
Trails Scotland for the John O’Groats Trail as grant funding from the
Dounreay Communities Fund. The award part funded the purchase of non-slip
treads for application to stiles and bridges by the Trail Development
Manager and volunteers.
In FY 2020/21 Dounreay part funded, as socio economic grant funding, a
Community Infrastructure Support Programme (CISP) led by North Highland
Initiative. The CISP project awarded:
• £1000 to enable works to upgrade the North Head path
• £1000 to raise the level of paths through the South Head Quarries
These CISP funded awards cover sections of the John O’Groats Trail.
In FY 2022/23 Dounreay part funded, as socio economic grant funding, £4760
to Friends of the Far North Baths to repair access for the pedestrian
walkway from the car park to the top of the pool for the North Baths in
Wick. This award covers a section of the John O’Groats Trail.
….regarding access from John O’Groats to Durness and 10 miles inland, as
per the specification agreed with the Highland Council in 2014?
Dounreay has not directly funded access infrastructure from John O’Groats
to Dounreay and 10 miles inland. Dounreay holds no records of any
specification agreed with the Highland Council in 2014.
In FY 2020/21 Dounreay part funded, as socio economic grant funding, a
Community Infrastructure Support Programme (CISP) led by North Highland
Initiative. The CISP project awarded:
• £320 to maintain the path leading from Tongue village centre to Castle
Varrich by regular grass cutting.
Please provide information on why 2 applications for funding from the
Dunnet Head Education Trust for the North Highland Way were rejected in
2014.
Two requests were received for the Dounreay Communities Fund:
• Landowner consultation, design and develop leaflets on “hubs” for
ramblers.
• Development and promotion of a trail through the old WWII camp.
The applicant was advised that both applications were reviewed together,
as they were both part of the same larger project. These applications were
declined as the total project was greater than the £5,000 limit of the
Dounreay Communities Fund.
The applications were resubmitted, whereby the chair of the Dounreay Socio
Economic Sub Group advised that the applications would not be re-assessed
for the reason given above.
I hope that this provides you with the information that you were looking
for.

Sue

Dear Communications,
Firstly the grants to the Dunnet Head Educational Trust were not submitted together. They were written by the author of WhatDoTheyKnow investigation. They were rejected because of political infighting, just as Dounreay are now funding Venture North which the author was not allowed to join, even when she had a business at Dunnet Head and also the Trust. Neither of these entities now exist due to Dounreay's intervention.
However, the report from 2014 has now been sent to Ms Clasper, just yesterday, and it is recommended that the consultant concerned, ie myself is now funded in the manner of Venture North, in order to develop further the Way. It is also recommended that Dounreay do not fund Associated North Trails for developing the way. This project has been in existence since 2014 and is not a "new" project.
Once the receipt of the specification for the North Highland Way has been received, and the consultant (ie me) funded for its ongoing development, this FOI will disappear.
While I realise this in itself is not an FOI, it is in the public interests to see it.
I will send Ms Clasper my proposal.
Yours sincerely,
Tina Marshall
Dear Dounreay Site Restoration Limited,
The matter of the refused grant applications has been responded to and refuted. However, at this stage there is no value in pursuing. It just proves how much Dounreay are "anti" this project, and it is not understood why.
No funding should be provided to the Association of Northern Trails (the John o Groats Trail group) as this is being taken forward by another organisation, and has been since 2014.
There is still the outstanding matter of the non compliance with the EU Regulations on Climate Change and Sustainable, which, bizarrely, sits with SEPA, who are currently trying to say it is the Council. It is not the Council.
Yours faithfully,
Tina Marshall
