Regulations 2004.
You asked about: Sustainability Appraisals and Habitats Regulations
Assessments of SW London Waste Plan. The information you requested is held
by Sutton Council and is provided below and as attachments.
1. Any sustainability appraisal and habitats regulations assessment of the
2012 South London Waste Plan?
A sustainability appraisal (SA) incorporating strategic environmental
assessment (SEA) and Equalities Impact Assessment (EqIA) was undertaken as
part of the preparation of the 2012 South London Waste Plan (SLWP). This
involved the production of the following reports:
- SA Scoping Report for public consultation (July 2008);
- SA Report on Issues and Options (September 2008);
- SA Report on 'Potential Sites and Policies' (July 2009);
- SA Report on Additional Sites (February 2010);
- SA Report on the 'Proposed Submission' (January 2011);
- SA Report on 'Proposed Changes' (August 2011).
- Consolidated SA Report (October 2011) - attached
As stated in Paragraph 3.16 (page 18) of the attached SA Report, a Habitat
Regulations (Appropriate Assessment) Screening Report was published
alongside the SLWP Issues and Options document in September 2008 and
subsequently alongside the Proposed Submission document in January 2009.
This concluded that a full Habitats Regulations Assessment (HRA) was not
required.
2. Any habitats regulations assessment that has been conducted on any
version of the 2021 South London Waste Plan?
An initial Habitat Regulations (Appropriate Assessment) Screening Report
is included as Appendix 2 of the SA Report on South London Waste Plan
Issues and Preferred Options. This is provided as an attachment.
A further HRA Screening Report will be included in the SA Report on the
SLWP Proposed Submission later this year in liaison with Natural England.
3. The scoping report for the sustainability appraisal and the
sustainability appraisal of the 2021 Issues & Preferred Option for the
South London Waste Plan?
The SA Scoping Report for the SLWP (September 2019) is provided as an
attachment.
The SA Report on Issues and Preferred Options (October 2019) is
provided as an attachment
4. Correspondence between Sutton Borough Council and any of the GLA,
Kingston Council and English Nature regarding any sustainability appraisal
or habitats regulations assessment or any other issues relating to the
impact of waste facilities on the environment and protected sites?
Please find attached a letter sent by Natural England (on 17 October 2019)
in response to public consultation on the SA Scoping Report stating that
they had 'no comments' on the plan.
In a subsequent email communication dated 31 January 2020 (also attached),
Natural England has confirmed that 'no comments' should be interpreted by
the four partner boroughs to mean that it does not consider that a full
HRA is required for the SLWP.
