Ms Lucy Adams raised an FOI request (FOI #10447, whatdotheyknow page: http://www.whatdotheyknow.com/request/on... and your reference: FOI/3733/KR) whereby Westminster Council reply fully.

This FOI is based on that report in as much as the result clearly shows a 77% opposition from all respondents, motorists and motorcyclists and yet Westminster Council are proceeding with motorcycle parking charges.

My questions are:

1. How many surveys of all types were carried out by or on behalf of Westminster Council for the year April 2008 to March 2009?

2. What companies were engaged to carry out each survey and what were the charges to Westminster Council on each survey.

3. Of those surveys, how many showed findings that opposed Westminster Councils current procedures or policies or proposed procedures or policies?

4. In the specific survey above regarding parking, which shows a clear opposition to the parking scheme, how were the results analysed by Westminster and how were recommendations made from the results.

5. Could I have all reports, emails and file notes that analysed the survey report and those communications that showed recommendations for parking management.

6. Could I have all documents sent to Steer Davies Gleave to initiate this survey and replies to those communications?

FOI 3841. You have requested the following information:

In response to your request I can advise you of the following:

1. Steer Davies Gleave carried out one survey on behalf of Westminster
Council.

2. The charges incurred by this survey was £12,140.00

3. The survey carried out contained general information questions as well
as a single question on charging for motorcycle parking and, therefore,
did not relate directly to policy and procedures.

4. Westminster Council did not carry out analysis of the survey as this
was completed by SDG.

5. There are no notes on analysis, as SDG, and not Westminster Council did
this. However, a summary was produced and has already been published in
the Policy and Scrutiny report, which can be publicly found on the
Westminster web site.

6. As this was a closed tender process the only document sent was a tender
specification, which I have attached for your viewing.

Dear Parfrey, Sonja,

Thank you very much for your reply. There are a couple of questions I'd like to clarify to save another FOI.

Regarding question 4, I understand WCC didn't analyse the results but my question clearly asks how recommendations were made from the results. To clarify, what did WCC do with the results from SDG and how did the results affect WCC policy?

Regarding question 5, I understand the summary is available but can I have a copy of the following:

a) A report on the findings from the survey with cross analysis by vehicle type groups.

b) One set of computer tables with two pages of crossbreaks

c) One Excel spreadsheet with the topline findings

d) SPSS file of the final coded and weighted dataset

As described in the tender specification?

Regarding the tender specification limits:

Why were under 19's not included? Is it because under 19's are less likely to have a debit/credit card and/or mobile telephones to operate the scheme? Mopeds and others can be ridden from age 16 upwards.
