Survey Results for NHS Clinical Commissioning Groups in England

The request was partially successful.

I understand from press articles last year and earlier this year , that the NHS was to publish results of surveys of performance data etc of each of the NHS CCGs in England by May or June of this year.
I would be interested to know the country wide ranking figures for NHS Wiltshire CCG and the NHS Swindon CCG please, along with the full survey details and results that you may hold for both of these organisations.
As I have a mental health injury and am disabled, I ask you to provide the information in an easy to read and understand PDF format , but not spreadsheets please.

Thank you for your Freedom of Information (FOI) request dated 9 August
2016.

Your exact request was:-

“I understand from press articles last year and earlier this year , that
the NHS was to publish results of surveys of performance data etc of each
of the NHS CCGs in England by May or June of this year.

I would be interested to know the country wide ranking figures for NHS
Wiltshire CCG  and the NHS Swindon CCG please, along with the full survey
details and results that you may hold for both of these organisations.”

We note from your email that you require our response to be in an easy to
read format. We hope that the following information is helpful, however if
you require anything further, or if our response is unclear, please let us
know and we will be glad to help. If you have any specific accessibility
needs, please let us know and we can provide you with a tailored
response.

NHS England holds some information which may be relevant to your request.
However, all of the information is already available in the public domain
(and is therefore exempt under section 21 of the Freedom of Information
Act).

We have included links to the available information to make it easier for
you to find the information. There are two parts to the information we
hold that relate to your request: annual performance assessment of CCGs;
and surveys of CCGs.

Annual performance assessment of CCGs:

NHS England has a legal duty to make an annual performance assessment of
each Clinical Commissioning Group (CCG). This has previously been done
through a process of assurance.

The assurance report for 2015/16 is published on the NHS England website.

To be helpful, we have copied the information for NHS Swindon CCG, and NHS
Wiltshire CCG below:

+----------------------------------------------------------------------------+
|CCG |Headline |Well led |Delegated|Finance |Performance|Planning|

There are descriptions of each of the categories in the main report. You
can find this document at the following link:

o [1]https://www.england.nhs.uk/commissioning...

From 2016/17, the assurance framework that was used for 15/16 has been
replaced. The new 2016/17 CCG Improvement and Assessment Framework (IAF)
details performance data covering 60 metrics in 29 priority areas of
work. These indicators are published on the MyNHS website at the following
link:

o [2]www.nhs.uk/mynhs

You will be able to access the data for Swindon CCG and Wiltshire CCG at
the above link.

CCG surveys:

NHS England run an annual CCG 360° stakeholder survey. The national
summary report for 2016 is also on our website. You can access this
information at the following web link:

o [3]https://www.england.nhs.uk/commissioning...

NHS Swindon CCG and NHS Wiltshire CCG will have received copies of their
own 360 stakeholder survey reports. These should be available from the
CCGs themselves. We have included each CCG’s contact information below.

Dear FOI England (NHS ENGLAND),
Your ref : FOI-011470

Thank you for your response dated 02 09 2016.

Thank you for stating my exact request - so many NHS trusts now 'summarise ' and remove important parts of the request which then do not get answered.

You kindly state " To be helpful, we have copied the information for NHS Swindon CCG and HS Wiltshire CCG below : " . Regretably however the information does not appear on the whatdotheyknow website , hence I cannot see it or access it - would you please offer me assistance and try again ?

Would it please be possible to provide the blue hyperlinks to all of the information you are directing me to due to my disabilities and lack of understanding .

Thank you to for suggesting I could contact the CCGs themselves.

Where NHS Wiltshire CCG is the CCG in my area, I have previously submitted FOIA requests to them ( as can be seen on the whatdotheyknow website ). Other than acknowledging my requests though, they have not replied to requests made last year / early this year ? I did send duplicate copies of my requests by recorded delivery post to their acting CEO , again asking for the information but have received no acknowledgement or response from them.

No doubt such similar failings will have been picked up within their report ?

Finally, may I ask you to clarify how this performance data is gathered ?

Do you have an inspector or team that visit and inspect each CCG ?

Or do you rely upon each CCG self assessing itself and filling in a form or two with the data and information of their choosing ?

Does anyone at NHS England check the accuracy of the data and information provided to you and how , or do you believe in their total honesty when completing such forms ?

I hope to receive the missing information at your earliest possible convenience , and the supplementary questions at a time that suits you.

Thank you for your assistance to date,
Yours sincerely,

Steven King

Dear FOI England (NHS ENGLAND),

FOI 011470

The weeks are going by, and I still await the information I requested from you.

May I refer you again to my email to you here dated 06 09 2016 - the position remains the same and NHS Wiltshire CCG have not responded to my recorded delivery letter to their acting Chief Officer sent many weeks ago .

Suicide rates going up , parts of the NHS that simply do not care and ignore Legislation and their own policies and procedures .

Gives the impression of being in an absolute mess doesnt it ?

Yours sincerely,

Steven King

Dear FOI England (NHS ENGLAND),

FOI 011470

Dear ? ,

On 23 September 2016 , you wrote to me regarding this request that I had requested assistance with due to my disabilities etc.
You told me I would receive your response on or before 30 September 2016.
I trust that where I am VERY ill and disabled, it has a seriously damaging effect on my heath,
especially when SO MANY NHS bodies fail to do what they say they will , or should.

Hence my enquiries about NHS Wiltshire CCG , and about Swindon as a comparitor.

I am very disappointed I am not receiving my Rights under Legislation and as a disabled person, and ask you to clearly explain why ?

Yours sincerely,

Steven King

FOI England (NHS ENGLAND), NHS England

Dear Mr King,

We are writing further to your email dated 6 October 2016. Please accept
our apologies for the delay in responding to your follow up enquiry. We
are now in a position to provide the following information.

NHS England does not have inspectors that inspect each Clinical
Commissioning Group (CCG). But we do have number of local teams who meet
or talk to CCGs regularly. These meetings are more frequent in CCGs where
the data show there are (or might be) problems.

Data for the assessment of CCGs comes from a number of sources, and the
Technical Annex (available on the NHS England website) gives all of the
technical details of how every indicator is collected and constructed.
Most of them are published data – that means, not things that we have just
asked CCGs to do a self-assessment. Before they are published, the
indicators are subject to a number of data quality checks to ensure the
indicator detail is accurate and complete. If there are concerns over the
quality of the data – for example if it might not be accurate – these
concerns will be flagged to the team who make the overall assessment. In
some cases the CCG might receive a lower assessment because the data was
not complete, for example if less than 20% of GP practices took part in
the diabetes audit, the CCG will receive a low score for diabetes, because
we want all GP practices to take part and give correct data to the audit.
The My NHS website will be updated every quarter with the latest data that
we have available for each indicator.

We hope that this information is helpful and apologise for any
inconvenience that the delay may have caused.
