Surveillance of Street Crime Wardens
Dear Liverpool City Council,
A recent Freedom of Information request showed that Liverpool City Council had used the RIPA legislation to covertly monitor its own Street Crime Wardens between 2008 and 2010. I should be most grateful if you would provide me with the following information:
(1) How many Street Crime Wardens were placed under surveillance?
(2) Who authorised the surveillance? Job title and department will suffice.
(3) Was an outside agency used to carry out this surveillance? If so, who was it? What what was the total cost of the service provided?
(4) What form did the surveillance take i.e, were the subjects followed on foot or by vehicle? Were cameras used? Were telephone conversations monitored or/and emails intercepted? What other methods of surveillance were used?
(5) How many members of staff were used to carry out this surveillance? What were the job titles of those staff? Approximately how many 'man hours' were spent carrying out the surveillance?
(6) What was the reason for the surveillance i.e, what crime or misdemeanour was the subjects suspected of?
(7) Following the surveillance, what action was taken against the subjects i.e, were they prosecuted or dismissed?
(8) Did this surveillance extend to outside of normal working hours?
(9) At any time were the Street Crime Wardens in question monitored leaving or arriving home?
(10)At anytime did the surveillance take place outside of Merseyside, for example, Cheshire?
