RE:  YOUR REQUEST FOI003300 UNDER THE FREEDOM OF INFORMATION ACT 2000

We have considered your request which was as below:

Please provide all information in relation to the MDT system(s) fitted in
your appliances.
This should include any training documents issued to firefighters or
forming part of a firefighters training with regards to using the MDT and
it’s associated applications.
Also please provide any technical information you hold in relation to the
MDT.

Surrey Fire and Rescue Service (SFRS) use a tablet device mounted in the
cab. Connected to the mounting solution is an external GPS aerial, a power
supply and the mobile communications bearer (Airwave).

Some smaller cab sizes and specialist vehicles use the Panasonic FZ-G1
device which are also being transitioned from VMDS to ScResponse.

Airbus ScResponse is a software system which consists of an intuitive
touchscreen interface allowing operational users to communicate with
Control. It incorporates GPS and provides access to important up to date
information relevant to the tasks being undertaken operationally.

Mobilising functionality on the MDT consists of receiving a ‘Turnout
Message’ sent from the Control mobilising system which plots the incident
on the software’s mapping. The ‘Turnout Message’ contains the information
required by the crew, collected by the Control Room call handling process,
to proceed to the incident. In conjunction with GPS a user can monitor
their progress to the incident. The GPS information is also passed back to
the Control Room over the mobile communications bearer so as Control can
monitor the progress of the appliance.

The MDT user can update the operational status (status update) of the
appliance over the mobile communications bearer. For example upon arriving
at the scene of the incident the MDT use can send an ‘In Attendance’
status update so as the Control room are aware of this.

When the MDT user is ready to do so an operational ‘Stop Message’ can be
sent to the Control room over the mobile communications bearer.

The only other type of message that can be sent by the MDT user is a
‘Crewing Level’ message. This allows the MDT user to provide the Control
Room with details of the duty Watches ridership and skill levels.

The MDT software gives the MDT user access to a range of ‘datasets’ to aid
the operational role being undertaken.

These datasets can be broken down into the following categories:

Mapping – Provides a visual representation of Surrey
Risk Information – Information collected by operational staff
Points of Interest – Information provided by external agencies
Standard Operating Procedures – SF&RS procedures
Crash Recovery System - Provided by Moditech Rescue Solutions BV for safe
extrication of casualties from vehicles.
Chemdata – Provided by NCEC for the safe interaction with chemicals
Other Info – Information collected by or provided to SFRS that sits
outside of the above categories.

The use of these has been shown in face-to-face training sessions with
each of the operational crews by a member of our Fire IMT Department.

We supply this information based on your original request. Please do not
hesitate to contact me at the address below if you have any queries
