Dear Surrey County Council,

I am making this freedom of information request as a council tax payer and would like to know how much Surrey CC spends on Staff car parking.

In these times of climate change and austerity is it proportionate that Surrey CC uses council tax payers money for staff to park.

Should you not be considering revising your staff car park policy and getting your staff the find alternative ways to get to work using public transport and other more enviromentaly friendly means, like a bicycle.

Re: Request to Surrey County Council No. 07783 under the Freedom of Information
Act (2000)
Thank you for your email of June 7th, which has been passed to me for
response. The request was for the total cost to the County Council of
providing car parking for staff.

Parking provision varies considerably from site to site depending on
availability and, where the site is leased from a third-party, the
contractual arrangements put in place when the lease was agreed. Parking
at schools, for example, is dealt with by the school and we have no
information on these arrangements. At a number of offices, there is no
parking available and staff must make whatever local arrangements they can
while at others parking is exclusively for those staff for whom car use is
essential e.g: staff involved with social care, adult and child protection
etc.

At other sites, where the County Council has the Freehold, car parking is
provided on-site and the County Council maintains the parking area as part
of the overall maintenance of the building.

At our main headquarters site, County Hall in Kingston, we have both the
parking area around the building which we own with the Freehold of the
site and we also have the use of 500 spaces in and around The Bittoms
multi-storey car  park for use on Monday to Friday only.

At Fairmount House in Leatherhead, the Children's Service and Early Years
teams purchase a total of fifteen daily permits from Mole Valley District
Council at a cost of £5.50 each to park in the nearby public car park.
This is likely to continue through the forthcoming financial year
(2012-13).

At  the East Surrey Area Office, located in the Omnibus Building in
Lesbourne Road,Reigate, we lease parking spaces separately from our main
accommodation and this costs £10,000 per annum.

There may be isolated examples of local services purchasing permits for
local parking but we do not have any specific information on these
transactions.

How much do the 500 spaces in the bittoms cost per annum?

How many of the persons allocated a space in the bittoms are essential users who require the use of their car for work?

Having looked on the kingston website I see that a permit for Monday to Friday is £2160.00pa this equates to over £100,000.00. Please justify why the residents of Surrey should be paying for your staff to park.

Please clarify the points raised.

Thank you for your email - I can supply the following extracted from a
response to an earlier request which I believe answers your outstanding
points

1.   How many spaces in the above car park are reserved for the use of
Surrey County Council and on what basis.
Surrey County Council has the use of 500 spaces for staff at County Hall.
 All permanent staff based at County Hall are given parking permits.
 Councillors do not use this car park. The County Council owns the
freehold of the car park and has granted a long lease for 125 years to the
Royal Borough of Kingston upon Thames. The Council then leases back the
500 spaces for use on a Monday to Friday basis at a peppercorn rent per
annum.
 
2.   What fee does Surrey County Council pay for the use of the car park
by staff and or councillors?
 Surrey County Council pays the rates for the Bittoms and a share for the
CCTV coverage at an annual cost of £88,000.

3.   Is any of that fee recouped from staff or councillors and, if so, how
much.
Councillors do not park in the Bittoms and staff do not currently pay to
park in the Bittoms car park.

4.   If staff or councillors have free or subsidised use of parking
facilities, is this declared to HMRC as a benefit in kind?
Parking at a place of work is not considered to be a benefit in kind. This
is confirmed in the following taken from the HMRC website:

"EIM21685 – Particular benefits: car parking near work
Section 237 ITEPA 2003
There is no tax charge on a director or employee within the benefits code
on the provision of a car or motorcycle parking space at or near his place
of work. Facilities for parking bicycles are also exempt. "
