Surface water flooding at Eastborough Scarborough

Dear Yorkshire Water Services Limited,

Please can you confirm whether or not Yorkshire Water, acting as local water authority, has informed the Environment Agency (EA) of the known surface water flooding arising from the overwhelmed combined sewer in Eastborough, Scarborough in order to enable the EA to include this data in the new National Flood Risk Assessment (NaFRA). During flash flooding events, the overwhelmed combined sewer spills raw sewage onto the carriageway of Eastborough, which then runs down onto West Pier, Foreshore Road and the South Bay beach. The South Bay’s bathing water has been rated as poor, with warning signs advising against bathing in the sea being a familiar sight since 2018.

The issue of flash flooding in relation to Eastborough’s combined sewer was raised with representatives of Yorkshire Water by NYC Councillors at the Scarborough and Whitby Area Committee meeting of 1 December 2023. The minutes (see item 50 of the full minutes via the link below) state that Yorkshire Water would raise the matter with NYC Drainage Engineers.

After consulting with the business, we can confirm that the Environment
Agency's (EA) National Flood Risk Assessment (NaFRA) does not use any
water company data.
